Civilian Police Advisors’ work typically involves assessing, monitoring, advising and mentoring the local civil police in order to ensure that law and order are maintained effectively and impartially according to democratic policing principles, and that human rights and fundamental freedoms are fully protected. This is an OCONUS position supporting the institutional development of criminal justice systems. Advisors may serve as first-line supervisors and/or specialists. They may be responsible for different police advisory levels, or have responsibility for a specific project. They shall direct and coordinate the activities of members of the U.S. contingent and/or provide expertise in specialized law enforcement functions.There may be Law Enforcement/Police advisors who will typically be assigned to advise, mentor or train at a specific, advanced or specialized level, and these individuals may be required to have additional expertise and/or additional certifications/licenses in their area of professional performance and expertise. Advisors may be recruited to provide specialized training, mentoring or other support in critical needs areas with Skill Sets such as: Police training (basic, advanced, specialized), Police mentoring, monitoring and/or advising , Specialized units (SWAT, riot control) training and assistance, Community policing, Border enforcement, Crimes against persons/property crimes investigation, Criminal Investigation, Crime scene investigation and forensics, Traffic accident investigations, Gender mainstreaming, Civil disorder, Law Enforcement Intelligence, Stability police unit training/development, Narcotics investigations, Homicide Investigations, Transnational crime, Customs, Internal Affairs, Financial Crime Investigation, Witness security, and Witness protection.

Police Advisors may serve as trainers, mentors or senior advisors depending on the needs of the mission and the expertise of the individual candidate.


Police advisors shall have a combined total of eight years of work experience, with at least five years of experience in their relevant field, i.e. state, local, country and/or federal law enforcement services.
Level IV Police Advisors typically serve as leaders (for example, contingent commanders) for smaller missions or deputy leaders (for example, deputy contingent commanders) for large and/or complex missions. Level IV Police Advisors function at the senior executive level and set overall mission direction, working closely with INL. They liaise regularly with USG, senior host government, and international actors.

Requirements
Must have a combined total of eight (8) years work experience with at least five (5) years experience in federal, state, municipal, and county law enforcement service.
Must be employed in the respective line of work or be recently retired/separated within the last five (5) years.
Ability to communicate in English (Foreign Service Institute standard level 4 for writing, reading comprehension, speaking for U.S. citizens and level 3 for third country nations.
Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third country nationals)
Unblemished background (background checks will be conducted.
Ability to obtain a Certificate of Public Trust.
Excellent health and be able to pass requisite physical, medical and psychological tests appropriate to assigned mission/country
Valid U.S. passport (for non – U.S. citizens, valid passport from country of citizenship)
Negotiating, interpersonal and leadership skills.
Required Skills
On rare occasions, Level IV Police Advisors may serve in very senior specialist roles.
Level IV Police Advisors must demonstrate twelve years of progressively responsible experience in police management and supervision, visionary skills and ability to form strong partnerships in a diverse culture.
Level IV Police Advisors shall also have one of the following: a Bachelor’s degree in criminal justice/law enforcement or related field; an advanced degree; or law enforcement command training through FBI, PERF, SPI, Northwestern, etc.
Overseas experience in senior level positions (Level III equivalent) on international civilian police assistance missions is strongly desired.
