Job Description
This position is located in the Security and Safety Division, Office of the Executive Director at the Federal Energy Regulatory Commission. The Division is responsible for providing the Commission’s security and safety management programs in addition to providing project management and technical direction for the Commission’s security guard contract.
KEY REQUIREMENTS
Must be a U.S. Citizen
Must meet specialized experience
One year probationary period may be required
Generally, male applicants must be registered with the Selective Service
A background investigation may be required
DUTIES:
As a Security Specialist in the Security and Safety Division, your duties will include:
Serving as the Contracting Officer Representative (COR) for the Commission’s guard force
Developing and applying physical security policies, procedures, techniques and systems and guidance in connection with programmatic scurity requirements
Coordinating security arrangements with local and Federal criminal justice and enforcement organizations
Investigating instances of physical security violations, unlawful or criminal activity or alleged criminal activity
Aiding the Personnel Security Team in reviewing security clearance applications and making recommendations
Carrying out mandates and personnel security related requirements of the Department of Homeland Security Presidential Directive 12 (HSPD-12)
Managing a safety and health program that achieves compliance with regulatory policies, safety practices and procedures
QUALIFICATIONS REQUIRED:
You MUST be an ICTAP or VEOA eligible and submit your documentation in order to be considered for this position. In addition, you must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal service. For this position, specialized experience is defined as:
Experience applying physical security principles and conducting risk analysis and assessments in order to identify vulnerabilities and determine an acceptable level of security protection measures, taking cost and compatability into consideration.
** Your resume must show possession of the required specialized experience in order to meet the minimum requirements for this position.**
This position also requires a Top Secret clearance. To be eligible, you must either possess a Top Secret clearance or be eligible to receive one upon appointment.
Education cannot be substituted for experience for this vacancy.
CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to: – Complete a Declaration for Federal Employment to determine your suitability for Federal employment. – Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. – Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Ability to plan, organize and implement various security and protection programs through the employment of risk management assessments.
Knowledge of policies, regulations and procedures as they relate to personnel security and background investigations.
Ability to communicate orally and in writing with all levels of management both inside and outside of the agency.
