Job Description
Overview:Serve as a basis for developing standard operating procedures as well as establishing standardized training for the Government of Mexico (GOM), to include the Federal Police (SSP), the Secretariado Ejecutivo del Sistema Nacional de Seguridad Pública (SESNSP), the Procuraduria General de la República (PGR)’s Policia Ministerial Federal (PMF), as well as State and Municipal Police Agencies.
Primary Responsibilities:
Provide police training courses and lead a curriculum development team that will create training materials for the various law enforcement entities.
Review, modify and update previously-created operational training course curricula for the SSP, PGR and State and Municipal law enforcement training programs.
In conjunction with the respective law enforcement agency, will develop a list of new training courses considered necessary by each agency’s management, and develop the curricula for these courses.
Will work with other USG agencies (DEA, DOJ, etc…) in developing the requirements for the project and a plan for administering and controlling the distribution of the curricula to review groups with assistance.
The project coordination will be conducted in Mexico City and any other cities in Mexico deemed necessary.
The Narcotics Affairs Section (NAS) is working with the GOM (SSP and SESNSP, primarily) in developing police training courses for 2013 in this project. In order to carry out this assignment, the Curriculum Team Coordinator will need to liaise with the GOM and other USG agencies in the US Embassy in Mexico City as well as the US.
Develop and organize training curricula into functional areas and will distribute them to selected review teams. The Training Programs Officer and Deputy Training Programs Officer will monitor and track progress of the Curriculum Team whose members may work in Mexico City or other locations within Mexico and/or in other countries. Once the courses have been reviewed and edited, they will be translated and used as the basis for the NAS police training program in 2013.
Work with the GOM or any of the selected states to create training curricula.
Review the created manuals and assign them to the appropriate personnel for editing.
Manage the project with the GOM agencies to assure that the schedules are met in addition to insuring the content of the training courses.
Work with and make suggestions to each GOM agency representative regarding the organization and structure of the training courses.
Provide an estimated timeline for review and submission of each course to the GOM agency for final submission.
Review of the existing material for each agency, provide NAS with a schedule of the projected courses by number and subject area that will be produced per month.
Provide a weekly status report
Provide an overview of the developed courses to the NAS and/or GOM agencies on a biweekly basis.
Provide written and digital copies of any developed courses in Spanish and any other material produced by the team to US Embassy/NAS, with the understanding that at least one copy will remain with US Embassy/NAS and at least one copy will be delivered to the appropriate cooperating GOM agency.
Supervisory Responsibilities:
Minimum 5 years experience in leading and managing police operations or training in the US or overseas.
Education/Knowledge and/or Experience:
Bachelor’s Degree in criminal justice, law enforcement, or a similar field is required.
A minimum of 15 years law enforcement experience in state or municipality law required.
10 years experience in personnel management, doctrinal review and development of law enforcement training programs.
Excellent working knowledge of English (speaks, read and write).
Excellent knowledge of Spanish (speaks, read and write).
Demonstrate excellent verbal communication skills with clarity for all to understand.
Exhibit effective and concise written communication skills.
Speak well before groups of clients, organizations or employees in English and Spanish.
Listen and assimilate information presented in spoken words and sentences.
Basic computer knowledge and proficient in Excel spreadsheets.
Ability to manage law enforcement support and training projects in a foreign country, including promoting U.S. interests with host government officials, ensuring sustainability of projects through provision of appropriate training and maintenance, and have the ability to integrate competing needs of U.S. law enforcement, development, and security agencies.
Experience working overseas in a post conflict or reconstruction program is preferred.

Security Clearance:
SECRET Level Required
Must have a current US Government SECRET Personnel Security Clearance or be able to successfully complete a U.S. government administered Investigation.
Must be a U.S. Citizen.
Must also be able to maintain a US Government SECRET clearance.

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds.
Work location: This position is based in Mexico City, with possible travel to other destinations within the country Domestic travel may be required for training and program coordination.
Work Schedule:
The positions offered are full-time, with the hours of work, which may include Saturdays, to be set by the needs of the program. The project is currently scheduled to run from October 2012 – September 2013, but the availability of trainees and other factors might require some flexibility.
