Job Description
The Director, Security (DS) – is a key senior-level management role that will oversee the development of all physical, data and security clearances requirements for this project. The DS provides critical input into the security for facilities, data and personnel programs to mitigate security risks and threats to assets, property, personnel and customer data. Manages the day to day operational security function and ensures the safeguard of the company, infrastructure and personnel. The individual will be committed to establishing best practices and leading the development of all security related programs and in accordance with GDIT Canada established policies for Security, IT, Data Protection and CoR, and as well in accordance with the established Industrial Security legislative requirements. Accountable for the management and functional integrity of the personnel security screening and security control systems (i.e. card access, alarms, and cameras), data and facility for the site. Provides visionary leadership, strategic direction and oversight, to manage and execute the Program Security Plan.
Overall ownership and execution of the Program Security Plan.
Manages physical security operations and ensures the building meets all applicable security standards and is responsible for responding to security emergencies.
Coordinates and oversees physical and personal security investigations and coordinates and oversees the management of incidents involving physical and personnel security.
Monitors security operational issues, trends and developments to mitigate risk and ensure the delivery of a functional safe, secure and reliable work environment.
Manage, plan, coordinate and monitor the building security to ensure protection, detection and response capabilities.
Senior point of contact with PWGSC for the Industrial Security Program and consults with Government representatives for interpretation and application of the Industrial Security Program.
Principal security liaison with provincial and federal law enforcement, intelligence, investigation and security agencies.
Provides executive security guidance and assistance and is the subject matter expert and resource for organizational facility clearances, personnel screening, document safeguarding and contract security and ensures that the company’s contractual security obligations are fulfilled.
Direct and make appropriate assignments for corrective action and emergency response and plays an integral role in the company’s continuity of operations programs.
Manages and motivates staff, review and assess performance, builds employee capacity.
Develops and implements an efficient and effective overall risk, data and security program framework and ensures to mitigate security risks and threats to assets, property, personnel and customer data.
Directs the development and implementation of accountability, performance management, monitoring, reporting and service delivery strategies, policies, standards and processes.
Implements methods of inspections, audits and analysis to determine reasonable security performance levels and cost effectiveness and monitors compliance with security corporate policies and government contractual obligations.
Participates as necessary in government security training and working groups, keeps informed and up to date with all changes as it relates to the safeguarding of documentation, facility and personnel.
Processes all personnel security screening and facility and document safeguarding documentation and filings with CISD and acts as the principal liaison between the CSO, CISD, GDIT Corporate Security to ensure compliance at all times;
Oversees the physical and logical security activities and coordinates requirements and policies for facilities, assets and document protection
Provides strong leadership and strategic oversight for the security programs, along with oversight, direction, and quality assurance aspects of Canadian security program requirements.
Works alongside divisional security staff to develop general and site specific security policies, procedures, standards and guidelines.
Revises and updates regularly security measures due to new and/or revised regulations or company corporate security requirements.
Promote, communicate, implement and manage a continuing security education program for employees in information security awareness and procedures.
Ongoing analysis of threats, risks and appropriate levels of protection and recommend remedial action where required.
Recognize and recommend physical & electronic security countermeasures for electronic information handling; develop and implement programs to protect the sensitive information against loss/compromise; and develop and administer crisis management and emergency response plans.
Maintain a security awareness program for personnel within the project.
Ensures that GDIT proprietary/confidential information is protected at all times,
Ensures that security programs in Canada operate in conformance to the GDIT Business Ethics and Code of Conduct policies and adhere to the Culture of Responsibility policies relating to protecting the information assets of the program.
Understand delivery complexities and other underlying risk factors that affect the secured operation of a large client services program.
Works cooperatively to support the management and the overall project team, by supporting continuous development of the team in terms of training, systems, processes and competencies.
Provides excellence in delivery of security and privacy components for a large client services program. University degree, or college diploma, in business, technology, security management (related to physical and personnel security) or related discipline, and a minimum of ten (10) years of experience in a related business.
Minimum of eight (8) years of management experience especially leadership, planning, team dynamics, conflict management and best practices and with a minimum of five (5) to six (6) years in security, facility and data protection business areas.
Previous CSO experience with significant experience and understanding of the Industrial Security Clearance procedures. Knowledge of Industrial Security Regulations
Certification in CPP (Certified Protection Professional), PSP (Physical Security Professional) are considered assets.
This position requires access to and experience with various CISD and other federal, provincial law enforcement agencies.
Previous experience working in private industry, preferably financial and loans arena, and working within industrial security program as CSO, ACSO or equivalent positions.
Well round background and knowledge in physical security, inclusive of the design and operation of security systems, personnel screening, data and facility protection
Experience in all facets of physical, personnel and information security programs.
Ability to operate effectively under stress during emergency situations.
Experience managing and conducting complex security investigations, exercising sound judgement and respect for confidential information.
Ability to coach with a teamwork approach to achieve common goals.
Excellent organization, project and time management skills
Ability to coordinate activities with multiple departments and multiple deadlines.
Experience with business continuity planning, auditing risk management is desirable.
Demonstrated senior-level management commitment to the quality of service in the delivery organization.
Extensive relationship experience interfacing with clients, personnel, building management & government security personnel.
PMI training and certification, preferred.
