Prevent: once gained, the commander must feed the understanding achieved in prediction into the targeting process and thus employ his resources efficiently to interdict the nodes and linkages of the IED system.
Detect: it is unlikely that even the most effective preventative activities will totally thwart the adversary from employing any IEDs. A crucial activity, therefore, is the detection of IEDs after they have been emplaced.
Neutralize: when an IED emplacement has not been prevented, it is necessary to neutralize the device so that friendly forces and the local population can operate safely in and around the emplacement site without it detonating. Neutralization may be either temporary or permanent.
