Summary: Under general direction by the Program Manager (PM), the primary duty of the Chief of Security (CS) is the responsibility of a fully trained contractor Security Police Force. The CS is responsible for exercising leadership, maintaining high morale, directing and inspecting the performance of personnel assigned to their site. This includes overseeing the scheduling, work distribution, training, answering of questions related to work, and solving problems. The CS must have complete knowledge of the site, all building and facilities, post orders, emergency contact list, emergency procedures, special instructions and all post duties at the site.

· Represent and act on behalf of the Program Manager during his absence, synchronize and coordinate intra department support.
· Responsible for the overall operation and budget of the Security Services Department.
· Directly responsible for overseeing the PM’s administrative functions, including budget, personnel supply/logistics, and coordinating those functions with the appropriate staff.
· Serves as the primary liaison with organized labor under the CBA.
· Ensures efficient and effective planning, staffing and managing of all security police functions at the site.
· Responsible for administrative and technical requirements.
· Provides professional management to accomplish all performance criteria in the contract statement of work and compliance documents.
· Ensures compliance with Federal, State, local, NASA, laws and regulations and requirements and site energy management conservation regulations, collective bargaining agreements, security, safety, hurricane and other specialized programs or contractual requirements relating to the business of this section, working within the limits of established police.
· Will verify that all officers receive and understand new, changed, or special instructions.
· Conduct investigations into security matters and report findings to chain-of-command and the client.
· Is accountable for the proper use and maintenance of all equipment used at all sites by assigned officers.
· Will accurately maintain all field file records of employees assigned to the site. These records may include, but are not limited to, time and attendance, disciplinary actions, promotions, demotions, commendations, status/payroll change reports.
· Manages the staffing of posts at the site in order to ensure complete coverage. This includes, but is not limited to, coverage for vacations, illness, and call-offs.
· Will review and ensure clarity, completeness, accuracy, and legibility of all written reports, timesheets, & logbook entries.
· Keeps post orders & operations manual accurate and up-to-date.
· Takes charge and directs security personnel in any unusual or emergency situations requiring immediate and necessary action.
· Maintains daily liaisons with NASA officials to ensure the terms of the contract are being met to the client’s satisfaction and expectation.
· Has complete authority over assigned personnel to ensure the accomplishment of quality work.
· May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
· Other duties as assigned to meet business need.

Supervision Oversees and directly or indirectly supervises all security force officer personnel on the contract.

Education and/or Experience

· Bachelors’ degree in a related field, such as law enforcement, police science, police administration, or criminology.
· Equivalent education/experience is applicable.
· Eight (8) years experience in security or law enforcement administrative and operations experience in the armed forces security police or civilian equivalent or related field five (5) of which is at the supervisory level.

Computer Skills

· Must have advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database (MSWord, Excel, Access, PowerPoint), and Outlook.

Certificates, Licenses, Registrations, Clearance

· U.S. Citizenship
· Must possess and maintain a valid state drivers license
· Must possess and maintain a DoD security clearance
