General Description:
The Training Delivery Officer II (TOO II) reports to the Delivery Operations Branch Chief of the Training Delivery Division (TOO) of the Office of Antiterrorism Assistance (ATA) or to a designated supervisor. TheTOO is responsible for effective delivery including coordination and monitoring of domestic or overseas ATA training activity to include completion of attendant administrative tasks. The Training Delivery Officer will liaise extensively with US Embassy Regional Security Officers and post management officers, Partner Nation senior security or law enforcement officials, and ATA-contracted instructors and on-site representatives. He/she will be responsible for coordinating the achievement of all operational aspects of the delivery of an ATA training activity and assigned tasks related to other TOO program components, such as senior foreign official consultations or forums and ATA public outreach functions, as well as for completing administrative support tasks for other TOO managers, the TOO Operations Coordinator, or other TOOs as assigned. The Training Delivery Officer is required to travel internationally and domestically in carrying out position responsibilities.

Major Duties:
The Training Delivery Officer II, VIP Protection and Counter Assault manages all operational and administrative aspects of his/her assigned training activities.
Coordinates through the TDD Operations Coordinator (OpsCo) for the procurement of instructor staff, equipment and training activity facilities. Then monitors and evaluates performance and suitability of each, respectively, for consideration when planning future similar ATA courses; coordinates with the Training Curriculum Division to fulfill the latter evaluation duty.
Responsible for the instructor vetting process including contractors and third party intermittent contractors hired to conduct and monitor ATA training. May conduct reference checks to ensure all required qualifications have been met;
Prepares task order requests. Reviews vendor price proposals and invoices to ensure best value. Assists TOO OpsCo in monitoring execution of allocated funds.
Liaises with ATA Resource and Support Staff (RSS) and Training Management Division to assist with the procurement, delivery, and management of equipment inventory and/or equipment shipments for training and donation to Partner Nations.
If required, arranges for the deployment of an ATA on-site representative or quality assurance monitor. Provides pre-deployment orientation for instructors and on-site representatives.
Arranges for ‘country clearances and all logistical and administrative support prior to arrival. Ensures appropriate travel documentation is obtained. Reviews instructor and OSR travel arrangements and requests for travel advances.
Cooperates with RSS to ensure records of all Defense Trade Controls items associated with his/her training activity are accurately recorded in a timely manner.
After each training activity delivery, prepares a synopsis of the After-Action Report(s), written by the On-site Representative and the Lead Instructor, to distribute to ATA personnel, highlighting successful experiences and deficiencies that need to be addressed prior to the next offering. Ensures AAR reports are received and distributed in a timely manner.
Performs other duties as assigned relating to achieving either TDD training activity delivery or other ATA mission requirements.

Professional Qualifications:
Must be a US citizen with a valid United States passport and able to possess or obtain/maintain a minimum a SECRET clearance before beginning contract performance.
Knowledge of advanced tactical weapons and protective operations to provide dignitary protection to the highest level of government officials including Heads of State.
Associates degree is required from an educational institution or law enforcement academy accredited by an accreditation body or a state approval agency recognized by the US Secretary of Education or ten years relevant experience. Experience may include diplomatic security or civilian law enforcement. At least five years’ experience directly related to foreign dignitary protection is preferred.
Must have effective interpersonal skills for interacting with various subject matter experts and all levels of US and foreign officials (for the latter, cross-cultural sensitivity is crucial), and for exchanging information and coordinating cooperatively his/her work with that of others inside and external to ATA.
Must be highly organized with very good oral and written communication skills, in order to prepare clearance cables, formal correspondence, and various reports, and demonstrate success in performing in fast-reacting, adaptive workplace where flexibility and self-initiative are expected.
Knowledge of State Department operations and administrative management,
International politics, law enforcement or military familiarity, travel coordination and events preparation are preferred qualities.
Must travel internationally and work in developing countries for short periods of time several times per year. Must be willing to work outside normal business hours to meet various deadlines associated with conducting training activities overseas.
Proficiency in Microsoft applications (MS Word, Outlook, Access, PowerPoint and Excel) is a plus.
