Summary: 

The Explosive Ordinance Disposal K-9 Handler will provide destructive device detection as a member of the Georgia World Congress Center Authority’s emergency response operations. The Explosive Ordinance Disposal K-9 Handler will be part of a working team that addresses event related issues as they arise, the primary function of the position is to detect destructive device(s). Working with other public safety personnel, the Explosive Ordinance Disposal K-9 Handler is tasked with ensuring the appropriate action(s) are taken in order to safely resolve any safety concern(s) or threat(s).

Essential Duties & Responsibilities

Advise GWCCA Public Safety of any unsafe conditions, incidents, suspicious activity or suspicious articles/incidents.
Identify and address any destructive device safety related issues and act as a liaison between Public Safety and any additional law enforcement resources that may be called upon to address issues at an Authority event.
Advise GWCCA Public Safety of any ongoing concerns that could directly or indirectly affect an Authority event.
Provide adequate representation, to participate in any drills, table top exercises, orientations or meetings that the Authority schedules in preparation for its events.
Provides adequate desired presence as directed.
Responds, detects and assesses any suspicious articles(s) or item(s) that require investigation until rendered safe.
Conduct predetermined search(s) in designated areas to ensure the there are no explosive odors that the EOD K9’s are trained to detect. This includes but not limited to vehicle check points, vehicle check at hotels departing to the Dome and commercial vehicle checkpoints.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. High School diploma or General Education Degree (GED).
Valid Georgia Driver’s License.
Georgia POST Peace Officer Certification.
U. S. Citizen.
No felony convictions or excessive misdemeanor convictions as to show a disregard for the law.
No terminations from a Federal, State, or Municipal law enforcement agency for cause.
Demonstrated past work history which indicates job stability.
Explosives Ordinance Disposal K-9 Operator certified to the standards of the Georgia Emergency Management Agency

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of local, state and federal laws, departmental policies and procedures, and standard operating procedures.
Knowledge of local judicial system, and operations and procedures for criminal prosecution.
Knowledge of legal limitations of police officers’ authority and the limits and requirements in use of force.
Knowledge of effective principles and practices of management and administration.
Knowledge of Frist Aid procedures and equipment at the first respondent level.
Knowledge of concepts, principles and practices of interviewing and interrogating suspects, victims and witnesses.
Knowledge of defensive tactics to protect self and others; proper arrest and suspect apprehension techniques.
Knowledge of crime patterns, potential problem areas, and prior offenders within jurisdictional boundaries.
Knowledge of record keeping, report preparation, filing methods and records management techniques.
Knowledge of business English, e.g., spelling, grammar, punctuation, and vocabulary.
Intermediate level mathematical skills, including percentages and decimals.
Skill in both written and oral communication for writing reports and maintaining associated records and documentation.
Skill in the inspection, inventory, and operational testing of all equipment, firearms, apparatus, tools, appliances, and supplies/materials required for job function.
Ability to understand and carry out oral and written instructions, giving close attention to detail and accuracy.
Ability to read and interpret documents such as safety rules, operation and maintenance instructions, and procedure manuals.
Ability to interpret a variety of instructions in written, oral, diagram or schedule form.
Ability to foster a team environment by supporting cohesive work relationships and providing effective conflict resolution.
Ability to plan, coordinate, schedule, and delegate related routine functions for assigned shift, ensuring adherence to established protocols, policies, and procedures.

Working Conditions:  
While performing duties of an Explosives Ordinance Disposal K-9 Handler, tasks involve the intermittent performance of extremely physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, crouching, running, climbing, and that may involve the lifting, carrying, pushing, and/or pulling of extremely heavy objects (200+ pounds), such as in the event of chasing and subduing a suspect resisting arrest. Some tasks are performed with potential for intermittent exposure to disagreeable element including, but not limited to, heat, humidity, inclement weather, loud noise, toxic/chemical agents, electrical currents, pathogens, violent behavior, weapons, explosives, traffic and animals. Tasks include working around moving parts, vehicles, equipment, carts, and materials handling, where extremely heightened awareness to surroundings and environment is essential in the preservation of life and property. Standard body gear and equipment applies in the preservation of life and property, as does special equipment based on assignment including, but not limited to, various types of body armor and safety gear.
