Personnel Security Specialist

Job Summary

The Personnel Security Specialist II provides Industrial Security support to the DynCorp International LLC Programs world-wide. Supports the Industrial Security Department in all areas of Personnel and Information Security. Assists in ensuring proper Personnel Security procedures are followed in accordance with the National Industrial Security Operating Manual (NISPOM), Intelligence Community Directives, Corporate policies, and government regulations and directives.

Principal Accountabilities

Ensures that proper Industrial Security procedures are followed in accordance with the NISPOM, Intelligence Community Directives and DynCorp Standard Operating Procedures (SOP), Department of State (DOS), Department of Defense (DOD) and other applicable Government sponsor regulations.
Working knowledge of JPAS, OPM, e-QIP and ACAVS. Experience in processing DOD and DOS SF-85, SF-86, Periodic Reinvestigations, MRPTs and No Objections in accordance with federal regulations and contractual requirements.
Creates and maintains employee security documentation in accordance with government and company guidelines.
Processes proper documentation to obtain new industrial security clearance through the electronic questionnaire for investigation processing (e-Qip).
Provides administrative support that includes investigators review of personnel security files (PSF), reviews of personnel security questionnaires (PSQ) to meet government contract requirements.
Processes standard and investigative forms to support access to government information systems, security clearance and suitability determinations.
Processes requests for reinstatement of security clearances.
Process periodic reinvestigation every 5 years and 10 years as applicable.
Experience in processing incoming and outgoing visit requests and certifications through the Joint Personnel Adjudication System (JPAS) or in letter format as appropriate.
Familiar with reading contracts and task orders for security implications and advising the FSO on the impact or applicability of the requirements.
Maintains a safe and secure working environment for the company and joint ventures.
Monitors security briefings and security education programs.
Recommends procedures to improve the existing security system as necessary.
Interfaces with candidates and subcontractors regarding Personnel Security.
Performs other duties as assigned.


Knowledge & Skills

Working knowledge of the NISPOM, Intelligence Community Directives and associated industrial security regulations, policies and laws.
Knowledge of Executive Orders 10450, 12968, 13526.
Formal training with JPAS, OPM, ACAVS and e-QIP databases.
Good oral and written communications skills are required for correspondence, reports, briefings, and procedures, good verbal and listening communications skills.
Good interpersonal skills and a professional image.
Requires some supervision for assigned tasks.
Demonstrated proficiency in Microsoft applications.
Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Only US citizens are eligible for a security clearance. For this position, DI will consider only applicants with security clearances or applicants who are eligible for security clearances.


Experience & Education

High School level plus some advanced training in the area of security.
Three to five years experience in a security environment.
Prefer two to four years experience in the Personnel Security environment.
Experience working for a government contractor is preferable.


Physical Requirements/Working Environment
Works in a normal office environment with controlled temperature and lighting conditions.
Ability to lift 20 pounds.
Requires ability to stand, sit, climb a ladder, and walk to conduct physical security inspections.
Travel

Domestic and international overnight travel to austere or inhospitable locations maybe required from 5 to 10% of the time.
