JOB CONTEXT The 2011 conflict caused widespread hazardous contamination across much of the highly populated areas and along main roads linking important port cities across Libya. Thus, HI deployed its first teams on the ground to Benghazi to deliver emergency Risk Education to civilians caught in the conflict.
HI’s operations have now evolved into its second phase, from emergency to post conflict reconstruction, operating an integrated Mine Action programme. Safe land is returned to those who desperately need it: to farm, for recreation and for restoration of damaged infrastructure, including homes, health centres and schools. Over 90,000 civilians have had access to life-saving Risk Education so as to limit the humanitarian impact of war weapons, until they can be eventually cleared and destroyed.
Today, through its integrated Conventional Weapons Management and Destruction programme, HI employs 82 national staff and 9 expatriates across its bases in Tripoli, Misrata and Sirte. The current project aims at reducing the immediate and longer-term threat posed by conventional weapons and at contributing to the prevention of arms related accidents and armed violence.
As Armed Violence Reduction (AVR) Project Manager (PM), you will be based in Tripoli with occasional visits to Misrata. You will work under the direct supervision of the Head of Mission. Your guidelines will be the improvement of Information Management & Exchange (IME) to support community safety and security, and also the reduction of risk-taking behaviours through the implementation of Risk Awareness activities. Your main areas of responsibility will be: • Manage the project implementation and design strategy in collaboration with the partners and the project team. • Ensure the project’s technical framework by managing the project’s quality approach, collecting/formalising tools and methods and writing activity and donor’s reports. • Manage financial, logistical and material resources. • Manage the team: validate recruitment, draw up individual action plans, develop skills through training and maintain an effective communication. • Represent HI and communicate about the project policy at national and international level. • Contribute towards the capitalisation of experience.
Libya can be a highly stressful environment with fluctuant security. The overall situation in Libya is generally considered as acceptable for running activities normally. Libya is also a relatively conservative Islamic state, so cultural sensitivity and religious respect are required. Besides, roads are in good state, but traffic can be pretty hazardous. There are check-points on the way from Tripoli to Misrata. Regarding living conditions, the office and guest house - which are in the same building - are well equipped and comfortable with running electricity, water and air conditioners in each room. You will share accommodation with 4 other expatriates in Tripoli. The curfew for all expatriates will be 21:00 in Tripoli and 20:00 in Misrata.
You have: • a degree in project management, international development or community development. • a professional background in prevention, AVR, Community Safety/Security, Community based... • a substantial experience in project implementation, in project management and in capacity building and training. You are: • Able to work in a highly stressful environment, within a complex security setting. • A positive, constructive and persuasive person with strong management and organizational skills • Known for your understanding of humanitarian mine action and small arms • Attached to teaching, training and developing employees
