Position Information

Under the general supervision of the Chief of Police, the captain administers, directs and reviews the work of sworn and civilian personnel performing law enforcement and support activities in the University Police Department. The captain provides oversight and direction to all aspects of Department operations, and serves as the second-in-command. Two lieutenants report to the captain, one that directs patrol operations and the other directing administrative divisions and assignments (e.g., Investigations, Backgrounds, Records, Property and Evidence, Community Outreach, etc.)The incumbent will perform advanced law enforcement and supervisory/administrative work involving the prevention, detection and investigation of criminal acts, the apprehension and arrest of law violators, and the safeguarding of lives and property.

Salary Range

Salary placement upon appointment not to exceed $132,096. The competitive salary is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.

Responsibilities

Administration

Prepares reports, summaries, correspondence related to the work. Prepares budget requests for the shift or section. Develops and implements policies for the shift or section. Ensure all department personnel comply with the Code of Conduct and Rules and Regulations of the University and the University Police Department. Manage department Lexipol policy account and program. Manage department legal updates, training program, P.O.S.T. reimbursement accounts and various grant accounts. Manage and participate in the development and administration of the department budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; direct the monitoring and approval of expenditures; direct and implement adjustments as necessary. Function as the labor relations lead representing the department in discipline procedures, hearings and union-related issues. Use departmental computer equipment to input, review and gain records, information and other various data. Oversee the purchase, maintenance and repair of all division equipment, supplies and facilities; inspect equipment regularly; maintain appropriate inventory levels of supplies and materials; participate in specifications writing and purchases of supplies and equipment. Participate in the development and implementation of goals, objectives, policies, projects and priorities for the department; identify resource needs; recommend and implement policies and procedures. Participate in, direct or provide staff support to a variety of boards, committees and meetings including College Area Community Council, and Associated Students Council and others as required. Assists in the preparation and administration of the department budget and participates in developing the budget and departmental rules and regulations. Participates in special programs with citizen groups, faculty, staff, students, and community organizations. Conducts research and analysis for staff reports. Reviews administrative and operational reports for accuracy and conformance with policies, procedures and laws; reads, interprets and disseminates information contained in rules and procedures, police bulletins, staff reports, budget documents and new laws. Markets and develops team policing and team building strategies.

Law Enforcement

Responsible for day-to-day operational supervision of law enforcement functions of the police department. Supervises all serious or major events and coordinates police activities with other governmental agencies; acts as incident commander at serious incidents. Investigates injuries and equipment damage; investigates complaints against officers or other personnel. Responds to citizen calls and takes appropriate actions; acts as the department public information officer and handles inquiries and requests from the media. Participates in firearms training in order to maintain proficiency; participates in a variety of training programs including programs on appropriate law enforcement equipment and weapons, computers, communication equipment, legislative updates and management practices. Direct and manage departmental response to extraordinary crimes and incidents. May participate in a variety of law enforcement activities and programs including making arrest of suspects in traffic and criminal offenses, executing search warrants, issuing citations, appearing in court for criminal, civil and other law enforcement related matters, attending roll call meetings and accompanying officers during patrol and investigative activities; conduct surveillance; apprehend offenders; conduct interviews or interrogations with various persons relevant to investigations, arrests, complaints and other law enforcement matters. Act as a liaison to and coordinate activities and programs with other law enforcement, judicial and legal agencies. May oversee and monitor the treatment and condition of prisoners and other persons detained by the department. May manage the emergency communications function for the department; oversee emergency dispatching for police; participate in the selection of radio and communications equipment and ensure proper working order. May manage and participate in the security and protection of council members and other dignitaries; may direct and coordinate the logistics of or security for special events sponsored by the university.

May approve arrests and warrants. Coordinates problem-solving efforts within university community groups, private enterprise and other city, state and federal agencies. Responds to calls for services as needed. Participates in the investigation of citizen complaints against department personnel, and recommends and implements discipline. Develops and implements special projects; testifies in court and at departmental hearings. Supervises the investigation of crimes, including the collection, analysis, and preservation of evidence

Supervision

Plans, organizes, coordinates, assigns, and recommends hiring, termination, and discipline, and evaluates the work of Police Officers, Corporals, Sergeants, Lieutenants, and other employees on a patrol shift or major program. Handles personnel matters for assigned staff; provides counseling as needed. Assures proper police and safety standards are maintained; assures work of shift or section is carried out properly and effectively.

Manage and participate in selecting, training, motivating, evaluating, disciplining, and terminating personnel; provide or coordinate staff training; work with employees to correct deficiencies; oversee employee work schedules and payroll within assigned division; coordinate and schedule personnel and equipment for special events. May oversee staff support operations of the department; plan, organize and coordinate activities of staff support personnel including crime prevention, personnel recruiting, training, and drug prevention education; maintain library of training materials and other equipment and facilities within the department. Administers, directs and reviews the work of sworn and non-sworn personnel.

Prepares, contributes to, and approves annual employee evaluation reports. Plans the utilization of personnel to meet normal and emergency conditions; coordinates staffing with other units, sections or divisions.

Leads the community oriented policing and problem solving approach to service delivery for assigned personnel. Identifies training needs and assists in the development and delivery of training programs according to the needs of personnel and the department. Conducts periodic inspections of officers and staff during their tour of duty. Prepares and supervises the preparation of necessary records and reports relating to activities undertaken and reviews reports prepared and submitted by subordinates.

Knowledge, Skills & Abilities



Knowledge of: Federal, state and local laws; departmental policies and procedures; theory and practice of community oriented policing; techniques used in problem solving policing; patrol, crime prevention, traffic enforcement, investigation and identification. Working knowledge of current law enforcement methods and procedures. Working knowledge of current California criminal codes and laws.

Skill in: The use of firearms and driving. Effective interpersonal skills to resolve a wide variety of sensitive personnel situations. Effective oral and written communication skills, including writing clear and comprehensive reports.

Ability to: Analyze situations; direct personnel and oversee problem solving efforts; develop effective team strategies with units/sections; work effectively in physically, psychologically and emotionally stressful situations; effectively manage emergency or life threatening situations; communicate effectively, both orally and in writing; coach, motivate and lead employees; operate police vehicles in a safe and appropriate manner; work effectively with other university employees, supervisors, community officials, other law enforcement agencies and the general public; maintain physical condition appropriate to the performance of assigned duties; maintain firearm proficiency levels and act effectively in emergency and sensitive situations. Demonstrated ability to think and act effectively in emergency and sensitive situations. Ability to work on-call, grave yard shifts, holidays and weekends.



Experience and Education


Bachelor’s degree.
Graduation from a certified California P.O.S.T. academy
10 years of sworn law enforcement experience, with at least six years of progressively responsible experience at the level of sergeant and above, or a combination of experience and education that demonstrates the ability to perform the duties of the position.
P.O.S.T. Management Certificate, or ability to obtain upon appointment.

Preferred Qualifications


Graduation from FBINA or Command College.
Current or recent experience as a police lieutenant or higher.
Demonstrated experience developing and implementing community oriented policing projects to solve complex community issues.
Demonstrated ability to bring creative, innovative ideas to bear in addressing personnel, deployment and general policing challenges.
Experience managing budgets, preferably with specific experience related to maintaining overtime costs, and training needs.
Experience managing social media accounts such as Facebook, Twitter, etc.
