Purpose of Position

To support the Office of the Director of Police (ODOP) in guiding, managing, contributing to and supervising all aspects of law enforcement activities, training activities, protective activities and inspectional activities throughout the U.T. System Police (UTSP).

Essential Functions


5% Provide informed perspective for UTSP/ODOP policy that ensures common/appropriate operating practices and processes within institution police departments; make informed recommendations on policy to ensure compliance with national law enforcement accreditation standards and best practices; shared responsibility to ensure institution police departments are compliant with UTSP/ODOP policy and nationally recognized evidence-based practices.
5% Ensure that full force and effect is given to UTS Policy 170, Oversight of Law Enforcement and Security for the University of Texas System, and ensure that direction, guidance, recommendations and obligations of the Director of Police, as the UTS Chief Law Enforcement Officer, are carried out; have strong knowledge of UTS 170.
5% Conduct inspections of institution police departments; evaluate and make recommendations accordingly in an articulate written fashion; able to de-brief the institution chief of police and command staff successfully.
5% Successfully conduct administrative or criminal investigations at institution police departments or elsewhere on behalf of the Director of Police; includes the ability to successfully articulate in written fashion the outcomes of the investigations; report writing must be error-free, accurate, analytical and comprehensive.
5% Establish open, enduring and productive lines of communications with institution police departments.
5% Capable of managing multiple demanding tasks simultaneously including but not limited to policy development, field investigations, security support and executive protection to the Chancellor and Board of Regents, background investigations, budget proposal development, capital project research, community presentations and emergency responses in the field; successful management of multiple tasks must be undertaken with minimal guidance/direction; able to operate in a high tempo operational environment and travel on short notice.
5% Knowledgeable regarding contemporary policing and criminal justice practices as well as law enforcement in Texas; able to offer an informed perspective or position as a skilled police practitioner, subject matter expert and executive to institution chiefs of police or others on behalf of the Director of Police.
25% Able to create and maintain mutually productive relationships with federal, state, county and local law enforcement agencies as well as private security enterprises and members of the state and federal intelligence community; including liaison with executive protection elements and site hosts to accomplish protective service objectives for threat analysis and countermeasure decisions.
20% Possess and maintain the necessary skills, qualifications and certifications to utilize research skills for analysis of data and information.
20% Successfully use social medial platforms, language translation software, open source intelligence techniques and social media analytic tools.

Required Qualifications


Bachelor’s degree from an accredited university or college or an equivalent combination of leadership experience, advanced law enforcement learning and graduation from a recognized command/executive training institution (e.g. FBI National Academy, Senior Management Institute for Police, Naval Post Graduate School)
Ten years of aggregate law enforcement experience and currently hold a minimum rank of Sergeant (or the equivalent) or have held the rank of Police Sergeant successfully at another full service law enforcement agency, including 2 years in management.
Possess a current Peace Officer license and an Advanced certification issued by the Texas Commission on Law Enforcement (TCOLE) or be eligible to acquire both based on TCOLE provisions or equivalent recognition in another state with which Texas has a reciprocal agreement; a current Texas Class “C” Operator’s Driver’s License (or the equivalent from another state); demonstrated proficiency in firearms and the ability to successfully meet the statutorily mandated TCOLE requirements for licensing as a Texas peace officer and pass the standard UTSP background investigation.

Preferred Qualifications



Strong web-based research skills; experience using a variety of social medial platforms, language translation software, open source intelligence techniques (OSINT) and social media analysis tools.

Have a working knowledge of Criminal Intelligence Systems Operation Policies (28 CFR Part 23) and understanding the privacy and legal safeguards related to criminal information sharing.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
