This position is for an experienced, senior level National Industrial Security Program (NISP) professional that shall function as the Director of MSS Security.

The successful candidate will be responsible for working with multiple cleared subsidiaries and shall strategically partner with business management, technical staff, and fellow security
professionals to ensure the maintenance of a compliant security program for the protection of classified and proprietary information.

The Successful candidate will have experience working with a non-centralized workforce to meet the demand of the MSS workforce that is geographically dispersed  in the US and overseas.  This position requires an experienced briefer and must be willing to travel to remote worksites.

Essential Duties & Responsibilities: 
Specific duties include, but are not limited to:
  1. Implement a robust security program that is compliant with NISP and contractual requirements of Cubic MSS’ broad customer base that includes the Department of Defense, Intelligence Community and other federal civilian agencies.
  2. Lead and manage day-to-day security business operations supporting existing programs, facilitating personnel actions, oversight of classified information maintenance, liaising with government security representatives and support of proposal activities.
  3. Represent Security to Management for strategic business planning.
  4. Responsible for directing and development of security staff.
  5. Identify relevant training and development paths to improve security’s ability to support the future direction of the business.
  6. Review new/changed Government Regulations.
  7. Development of Security Policies and Procedures.
  8. DD254 flow-down to subcontractors.
  9. Incident resolution and corrective actions.
  10. Develop and ensure delivery of a periodic security training program for Cubic personnel.
  11. Annual inspection of all cleared Cubic MSS facilities to ensure compliance at the highest levels.
  12. Development of physical protection plans as required.
Minimum Job Requirements:
  1. Complete working knowledge of governing regulations (e.g., NISPOM, JFANs, DCIDs);
  2. Program security management (to include evaluation of security requirements within RFPs, writing security sections for proposals, and successful implementation of security requirements within classified contracts);
  3. Managerial, supervisory, leadership and mentoring;
  4. Thorough proficiency with JPAS, eFCL, SWFT, MSOffice suite;
  5. Extensive knowledge of principles, concepts and techniques associated with program security and the National Industrial Security Program Operating Manual (NISPOM)
  6. Must maintain a current TOP SECRET personnel security clearance and the ability to obtain and maintain SCI/SAP eligibility;
  7. Must be able to work beyond normal work hours;
  8. Requires a four year college degree and 15+ years of government/industry experience, to include a minimum of 5 years supervisory and management experience;
  9. Approximately 10%-40% travel will be required and will fluctuate based on business demands;
  10. Proven ability to brief various types of audiences on various subjects.
  11. Proven experience and ability to run an organization with 2500+ clearances at all levels.
