Job Description
Exelis, Intelligence & Cyber Solutions business unit, now a wholly-owned subsidiary of Harris Corp, Critical Networks division, is seeking a Program Manager for a pending contract award supporting an EOD program for our Naval Surface Warfare Center customer in Indian Head, MD.
The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division/Technical Support Detachment (NSWC IHEODTD/TSD) conducts global technical and forensic exploitation and analysis of recovered explosive ordnance, their components, and other explosive hazards, to include Improvised Explosive Devices (IEDs) components and systems and provide analytical support to the continued development and revision of Joint, Navy, Service, Interagency, North American Treaty Organization (NATO) and Partner Nation doctrine and documents related to Weapons Technical Intelligence (WTI), Exploitation and TSD mission sets or areas of interest. The TSD also provides a foreign material acquisition capability that not only supports the services but national level intelligence activities.
The Program Manager shall be located on-site at NSWC, IHEODTD/TSD
at least three days a week, unless otherwise requested by the
Government.
Responsibilities include:
· Creates and executes project work plans and revises as appropriate to meet changing government needs and requirements.
· Writes safety plans and approves internal Standard Operating Procedures (SOPs) integrating quality assurance standards. SOPs and Safety Plans are in draft form.
· Identifies resources needed and assigns individual responsibilities.
· Reviews deliverables prepared contractor by team. Examples include cost estimates, weekly reports and monthly reports.
· Determines and minimizes exposure and risk on project.
· Ensures project documents are complete, current, and stored appropriately. Responsible for creating and writing all required project reports.
· Reviews the status reports of team members and addresses issues
as appropriate.
· Manages staffing for all positions, performs all personnel evaluations, and approves all time sheets.
· Oversees the achievement of all Contractor Readiness Course
(CRC) required pre-deployment standards by all deploying
personnel.
· Tracks and reports team hours and expenses on a weekly basis.
· Facilitates team and client meetings effectively.
· Effectively communicates relevant project information to
government.
· Delivers engaging, informative, well-organized presentations.
· Resolves and/or escalates issues in a timely fashion.
· Suggests areas for improvement in internal processes along with
possible solutions.
· Leads internal teams/task forces
· Complies with and helps to enforce standard policies and
procedures.
Required Experience: Minimum requirements are 8+ years of program-related experience in a government contracting environment with a Bachelor’s Degree in a technical or business field.
Preferred experience includes:
10 years of program experience or 15 years of military and civilian professional experience in successfully managing programs and projects; 10 years of supervisory, project management or equivalent experience with experience in private sector government contracting.
Other Qualifications:
Prior U.S. Military or civilian experience working in database management.
Knowledge of Department of Defense (DoD) policies and directives.
Excellent oral and written communication skills.
Strong analytical skills with the ability to resolve complex problems.
Ability to track, forecast, and report contractual expenditures.
***Candidate must be eligible to obtain and maintain a US DOD security clearance; a current active DOD Secret security clearance is required to start, with the ability to obtain a Top Secret security clearance. Compartmented access and Polygraph may be required.
