The Special Skills Tactics Instructor reports to the Counter Threat Section Chief located in the Counter Threat Training Unit (CTT), Security and Law Enforcement Training Division, Office of Training and Performance Support (TPS), Bureau of Diplomatic Security (DS), U.S. Department of State. The TPS is a fully accredited academy through Federal Law Enforcement Training Accreditation (FLETA). The incumbent will serve as an instructor in defensive/non-lethal force tactics, room entry tactics, small unit tactics, physical fitness/wellness, emergency medical care, and suspect apprehension and control techniques, with responsibility for planning, organizing, and presenting and/or managing the presentation of one or more of these courses and for evaluating training effectiveness to ensure that objectives are met. The incumbent serves as an authoritative expert for all DS specialized hard skills program, force continuum procedures and for such anti-terrorism topics as domestic and overseas
high threat dignitary protection, improvised explosive device (IED) recognition, room entry tactics (Close Quarters Battle-CQB), defensive tactics, advanced firearms tactical applications and physical fitness.

Major Duties:
Plans, organizes, and manages basic and advanced tactical instruction and other related anti-terrorism topics for both domestic and overseas programs in all environmental conditions (indoor and outdoor). Tactical topics include defensive tactics, room entry tactics, vehicle and helicopter operations, land navigation, small unit tactics, emergency rope operations, intermediate weapon certifications, tactical communication, map reading/land navigation, basic rotary wing aircraft operations, urban warfare operations, emergency medical care, basic and advanced marksmanship applications, computer simulated rules of engagement training, live fire and simulated attack scenarios, basic and advanced anti-terrorism tactics, techniques, and procedures
Administer sponsored DS fitness programs in accordance with DS standards and policies
Provide approved emergency medical training support as needed
Perform Training Safety Officer/role player controller support tasks
Reviews established training objectives, lesson plans, training materials, and instructional methods prior to the beginning of assigned courses
Complies with all FLETA accreditation standards
Researches and reviews current intelligence related to the diplomatic security mission and introduces applicable information
Resolves problems that occur in the preparation for and during training
Evaluates training effectiveness to ensure that training objectives have been met
Reviews and analyzes trainee evaluations, feedback from instructors, and personal observations
Identifies need for revision to course content and materials or instructional methods as necessary to improve the training curriculum effectiveness and quality
Evaluates the impact of planned or projected changes in DS security programs and associated training requirements on the existing content, materials, and methods used for technical security training
Recommends minor updates/revisions to courses or recommends the need for a complete curriculum review to the Section Chief Unit Chief
Develops budget estimates for assigned courses
Monitors the expenditure of funds to ensure optimum efficiency in the use of assigned resources
Participates in curriculum review conferences as a subject matter expert in small unit tactics, physical fitness/wellness, emergency medical care, room entry tactics, non-lethal force training, apprehension, and control techniques
Assists instructors in other security related subjects
Provides assistance in conducting practical exercises when needed
Presents security awareness briefings to a wide range or audiences, including senior officials


Job Requirements
Education, Experience and Skills Required:


Must have attended a recognized instructor development training course
2-5 Years experience required
2 Years Instructor Experience Required
SECRET Clearance required to start employment
Strong organizational, interpersonal, oral and written communication skills.
Working knowledge of MS Office suite and/or other general office applications.
Working knowledge in military, law enforcement, and/or Government security operations, preferred.
Working knowledge in training course administrative/logistics is considered a plus.
Must have excellent people and organizational skills.
Ability to establish and maintain liaison with personnel at all levels in order to plan and coordinate assigned responsibilities.
Ability to immediately analyze, predict, and preclude situations to ensure training is conducted in a safe manner.
