Job Summary
The Home Station Training Complex (HSTC) Exercise and Training Planner/C-IED Instructor shall oversee maintenance requirements on all training complex facilities, equipment, and training aids and devices. This shall include the coordination of maintenance requirements relative to training schedules and the scheduling of the HSTC. The Contractor shall perform repair of training aids and equipment, and will identify and facilitate the replacement and upgrade of equipment based on life cycle requirements. The HSTC Site Lead/C-IED Instructor is overall responsible for scheduling and conducting C-IED training, is the main POC for units requesting training, and reports directly to the HSTC Program Manager. He also provides both classroom and practical C-IED training.
Key Accountabilities
Develop and maintain schedule of events for NECC training and exercise events, to include HSTC events.
Using government approved lesson topic guides, conduct C-IED training to include Individual and Collective C-IED related tasks as outlined in COMNECCINST 3502.2. The historical average for number of courses per month is four.
The typical class size is forty (40) to forty-five (45) students.
Continuously monitor enemy and friendly IED related Tactics, Techniques, and Procedures (TTP) to ensure course curriculum contains current information.
Make curriculum revision recommendations to NECC via Program Manager when appropriate.
Schedule and coordinate exercise role players for HSTC training events or exercises.
Coordinate other logistic scheduling and execution efforts training events, to include Field Training Exercise as well as other events as directed.
Schedule units/individual training as requested via Training Service Requests or by attending Command training scheduling meetings.
Travel in support of a Mobile Training Team as required.
Plan, coordinate and de-conflict short and long range training/maintenance schedules.
Maintain, or assist in maintaining (as directed), the training calendar.
Track status of recurring reports and all administrative paperwork and correspondence.
Knowledge and Skills
Management experience in military operations and plans (4 years minimum; within the last six years).
Ability to interface with all levels of Command.
Excellent written and verbal communication skills in English.
Computer skills in MS Word, Excel, and PowerPoint.
Strong interpersonal skills and ability to effectively use personal relationships.
Ability to work in a small team and willingness to excel and provide excellent training support despite irregular event schedules and workload.
C-IED or EOD Technician experience (4 years minimum; within the last six years) team player with a high degree of self-motivation and ability to work independently.
Experience and Education
Bachelor's Degree BS/BA in science, engineering, management or other relevant field.
At least four (4) years of recent (within the last six years) experience in a technical discipline relevant to stated requirements such as EOD to include military or military support operational experience that includes Individual Improvised Explosive Device (IED)-related and Collective Counter Improvised Explosive Device (C-IED)-related tasks, communications, security, or intelligence programs.
Associate's degree and three (3) additional years of experience; or a total of five (5) additional years of experience may be substituted for a bachelor's degree.
Physical Requirements and Work Environment
Duties require moderate physical exertion – such as:
long periods standing, walking over rough, uneven, or rocky surfaces - requiring bending, crouching, stooping, reaching, or similar activities in all types of weather conditions ranging from very hot (110 F summer) to very cold (30 F winter).
The work requires lifting of items up to 50 lbs., such as tools, inert ordnance items.
The work may require specific, but common, physical characteristics and abilities, such as average agility and dexterity. Individuals cannot have seizure disorders, abnormal and uncorrectable near vision, be colorblind, or have substantial hearing loss (hearing aid is acceptable).
