Description
CSRA is seeking a Maritime Security Subject Matter Expert to design, conduct, and analyze a broad range of training and exercise material, including WMD-related table-top (TTX) and full scale (FTX) exercises for an
international DoD training program as well as for other government agencies. The successful candidate will be well-versed in current trends and issues related to preventing trafficking in the maritime domain, and will also have experience in applying exercise and evaluation doctrine found in the Homeland Security Exercise and Evaluation Program (HSEEP) and understand guiding principles within the U.S. national emergency response and crisis management programs.
Candidates must be capable of providing expert advice, training, and leadership guidance supporting WMD counter-proliferation efforts. The ideal candidate will have had prior assignments as an exercise director/planner with a USG agency or the U.S. military.
Experience as a teacher/instructor, mentor, advisor, or liaison official in foreign theaters is highly preferred. At a minimum, applicants should possess an understanding of the challenges associated with working with host nation counterparts and have basic familiarity with a broad range of regional WMD security issues.
Qualifications
Basic Qualifications
Bachelor's degree or equivalent combination of education and experience
Bachelor's degree in engineering, physics, chemistry, mathematics, or related field preferred
Six or more years of national security experience
Experience working with various weapons systems
Experience working with U.S. and North Atlantic Treaty Organization (NATO) nuclear weapons infrastructure, as appropriate
Experience working with local, state, national, international or Department of Defense security or weapons system policies and procedures
Other Qualifications
Minimum of 10 years’ experience working in the maritime field
Experience with major exercise or special event planning capacity with current HSEEP training or certifications.
Preferred candidates will also have strong backgrounds in the following areas:
Experience in developing and implementing plans and procedures for naval and/or costal forces to counter Weapons of Mass Destruction
Expertise in Emergency Operations Center and Incident Command System management principles and practices, specifically as they pertain to WMD-related incidents.
Experience leading and managing all aspects of exercise development and execution including researching and writing scenarios, determining strategies, defining objectives, evaluation and reporting, identifying resource requirements, anticipating issues and obstacles, and meeting developmental deadlines.
Assemble project teams, assign roles, and coordinate activities to meet exercise objectives.
Be a leader with a vision, but also a team player who can articulate and motivate others toward a successful objective.
