Description:
INSCOM and the Department of the Army G2 established the United States Army Operations Group (AOG) Provisional in March 2003 to conduct human intelligence operations. As the Army’s only HUMINT brigade and a Major Subordinate Command of INSCOM, the AOG conducts full spectrum HUMINT operations worldwide in support of Army HUMINT requirements. AOG conducts operations in all HUMINT disciplines and supports commanders from the tactical to strategic and Army levels, including units involved in combat operations in Iraq, Afghanistan and worldwide.
The on-site AOG Program Manager manages a team of contractor personnel providing operational and analytic support to the AOG. The PM oversees development of targeting packages, production of intelligence information reports, and related HUMINT support services. The Program Manager directs, monitors, and oversees the production of contractor draft intelligence products. Responsible for receipt and distribution of tasks to the contractor team; regular interaction with government analysts, their managers, and supporting contractors to track progress and anticipate production bottlenecks, coordination of product meetings internal to the customer; consolidation and transmission of irregular warfare and cyber products to the appropriate government POCs, and related tasks that may be required to ensure the effective conduct of all support activities. Coordinates regularly with managers and customers, ensures the government is fully aware of issues affecting production of HUMINT collection products, and provide status briefings as required. Produces intelligence assessments and intelligence information reports in coordination with the COR.
The Program Manager also oversees task planning, preparation, and execution; resource management (personnel); task/project budget management and cost reporting (cost controls); schedule and task performance; risk management; quality assurance and controls; reporting and deliverables; security; strategic planning; and situation assessment and recommendations.
Required Qualifications:

Special Access / Access Eligibility: SCI eligible
Polygraph: Successfully pass a CI poly
Education: MA or MS degree in a related field and Certification as a Project Management Professional (PMP) or Change Management Advanced Practitioner (CMAP)
Required Experience:
15 years of experience in a professional work environment with specialized experience in:
-Prior collection management experience in any
discipline; or
-Knowledge of HUMINT operations; or
-Experience writing analytic products following IC
directives and guidance
15 years of experience working in the intelligence community
10 years of experience supporting decision making and special projects on integration issues, including the preparation, production, and coordination of written products and briefings for senior stakeholders on integration efforts
Expert knowledge of Army structure and defense level intelligence operations: intelligence collection, fusion, analysis, production, and dissemination for intelligence databases and products
Expert knowledge and experience with intelligence automated systems, especially imagery analysis, signals intelligence and exploitation tools and libraries
Detailed knowledge of DIA, NSA, CIA, DEA, FBI, and Departments of Treasury and State programs and products
Knowledge of intelligence oversight and security guidelines
Excellent written and oral communication skills
Excellent analytical skills
Additional Required Experience:
Knowledge of collection and analytic missions and programs and projects designed to improve US IC capabilities to address key issues therein
Experience with tradecraft and publication and ability to coordinate and support cross-community meetings and working groups, assimilate large volumes of information, and independently produce written reports
Expert capabilities to research, create, develop, and deliver professional briefings, multimedia
presentations, and written reports.
Ability to produce reports incorporating text and graphics to convey complex concepts to senior policy makers
Experience with assessments, enterprise data integration, governance, and metrics, including the application of metadata management techniques and data modeling and design
Experience with the application of quantitative and qualitative analytic methods, including the design, development, and management of statistical models and enterprise-wide surveys
Proficient in the use of state-of-the-art intelligence analysis tools
Expert ability to manage research and coordination for projects
Expert ability to instruct and interact with small groups on data and information requirements and coordination tasks
Specialized training from any intelligence collection and analysis school or certification
Deep understanding of Army HUMINT Operations, AOG, and its missions and capabilities
