Description
The International Monetary Fund (IMF) is looking to hire a Senior Security Officer (Security Threat Information) (SSO (STI)). The SSO is responsible for managing and supervising the International Security Section’s vendor provided, in house Regional Security Advisors (RSA). The SSO (STI) is supervised by, and receives guidance and instructions from, the International Security Team leader in support of the Security Services Division mission.
The SSO (STI) position entails the training and management of the RSAs including providing direction and resources to maintain the collection, analysis, presentation, and distribution of security-related information applicable to the daily and longer term operations of the IMF. The SSO (STI), along with the RSAs, provides Security Services and other IMF personnel with timely and relevant security information, advice, and assistance to assist with the implementation and management of the IMF overseas operations.
Specific Roles and Responsibilities:
The SSO (STI) performs the following duties:
Trains, and assigns the RSAs for optimal coverage of overseas trends and events that impact IMF personnel in field offices and while traveling;
Leads a team of RSAs in collecting information, organizing it effectively, and analyzing and presenting it in a manner that meets the IMF’s operational needs. Oversees their work practices to ensure consistent and high quality work products;
Provides, on a daily basis, direction, project scope, and editorial guidance to the RSAs;
Liaises with other international agencies (e.g., the United Nations, Inter-American Development Bank, USAID, The World Bank, and Asian Development Bank) to identify and apply best practices in security analysis;
Organizes work requirements of the RSAs, seeks regular feedback from IMF staff on the quality of the RSAs' services and outputs, and maintains records of customer feedback;
Develops and maintains a suite of metrics showing the work of the team as well as the threat profile vis-Ã -vis the IMF overseas operations;
Maintains an awareness of emergency support services available at overseas locations and contributes to the resolution of emergency situations as required;
In collaboration with the International Security Section leader, oversees the International Duty Officer roster and ensures appropriate workday and afterhours coverage by the Team;
Collaborates with the International Security Section and other stakeholders to program operational support requirements for overseas based personnel, offices and residences;
Performs other international security section duties (or supervisory functions) as assigned.
Qualifications
Educational development, typically acquired by the completion of an advanced university degree in international relations, political science, or security risk management, supplemented by a minimum of six years of relevant, progressively responsible work experience, is required. Alternatively, a university degree and twelve years of professional security experience is required.
The SSO (STI) must have outstanding written and oral communication skills and proven customer service, interpersonal, and organizational skills. A track record of researching security information and writing reports and briefing material for varied audiences is essential. Additionally, the successful candidate will have the ability to critically review RSA work products and provide direction in order to improve those products.
The SSO (STI) should have experience in working in a multi-national organization. Additionally, knowledge of the UN’s Security Management System, including the UN’s security analysis field, is strongly preferred. The successful candidate should possess a working knowledge of the operations of major international security service providers such as Control Risks and iJet, especially their on-line work products and interactive systems. Supervisory or team leader skills as well as security and project management certifications, particularly from the UN’s Security Management System, are desirable.
The successful candidate must be able to interpret and provide guidance and instructions based on an understanding of the operational requirements of the IMF, and perform duties with minimal supervision. He/she should be capable of operating in a high-stress environment requiring short deadlines and be able to provide reasoned and immediate advice and assistance during emergencies. He/she should have experience in briefing and interacting with senior officials who are not security professionals.
The selected candidate should also have strong MS office skills, including excellent knowledge of Excel, Word, and PowerPoint.
Fluency in a second language is desirable but not essential.
