Job Summary
The Facility Security Officer / Security Manager supports the Sr. Director Industrial Security in implementing, overseeing, coordinating, and monitoring the comprehensive security programs for DynCorp International LLC (DI), ensures the company’s excellent security posture, interacts with DSS to demonstrate compliance and establishes practices and systems to safeguard personnel, property and classified information through the implementation of security procedures in compliance with the National Industrial Security Operating Manual (NISPOM), Intelligence Community Directives, corporate policies and government regulations and directives.
Principal Accountabilities
Establishes and oversees the implementation of proper industrial security procedures relevant to personnel security, document control, and security education in accordance with the NISPOM, Intelligence Community Directives and DynCorp Standard Practice Procedures (SPP), Department of State (DoS), Department of Defense (DoD) and other applicable government sponsor regulations.
Studies and understands government security regulations sufficiently to be able to establish a standardized process for managing internally developed and externally obtained sensitive and classified information, ensuring compliance with our customers’ and DI’s policies and procedures for protecting data and meeting contractual requirements.
Acts as an advisor to management on security problems to ensure compliance of this and all other applicable government sponsor regulations.
Assists in supervising daily activities of assigned staff to ensure efficiencies in compliance with corporate government contractual and legal requirements.
Conducts annual employee reviews.
Provides security advice, assistance and training to local and globally-deployed staff as well as subcontractors on security matters.
Serves as the classification management expert in providing classification guidance to employees and issuing DD Form 254s; tracks DD Form 254s issued or received.
Maintains close communication with management and responds to requests for support.
Manages the procedures to obtain new industrial security clearances, National Agency checks and suitability checks or continuation of current clearances for employment in accordance with the NISPOM and contractual requirements.
Completes overseas incoming and outgoing visit requests and certifications.
Ensures use of security databases, including JPAS, e-QIP and ACAVS is in compliance with company and federal regulations.
Manages the security education and awareness of employees as well as annual refresher training; may conduct the security portion of New Hire Orientation
Assesses contracts, task orders and Requests for Proposals for security implications and advises on the appropriateness, feasibility, impact or applicability of the requirements.
Assists in developing an annual and five-year business plan to include budgets and forecasts.
Designs and implements policies and strategies for security, including but not limited to, internal investigations, and operational security (OPSEC).
Prepares and submits sponsorship documentation to the Defense Security Services for facility clearances and joint ventures.
Provides support and makes recommendations to site management regarding appropriate, timely and necessary improvements or implementing contractual requirements.
Oversees administration and safeguarding of classified material to include the handling/storage/transmission/ destruction of classified and sensitive unclassified matter after ensuring that all security measures have been implemented and are consistent with government and company security regulations and policies.
Serves as the communication security (COMSEC) custodian or alternate and maintains accurate accountability of COMSEC items both classified and unclassified through the
Distributed Infosec Accounting System (DIAS).
Performs compliance inspections for government-accredited areas and reports any adverse information as necessary.
Investigates and eliminates unsafe or unethical security practices.
Maintains a safe and secure working environment for the company and joint ventures.
Primary POC for government inspections.
Prepares written or narrative reports of facility assessment findings and self-inspections for DSS.
Conducts COMSEC inspections to ensure compliance with NSA procedures.
Performs other duties as assigned.
Knowledge & Skills
Possesses comprehensive knowledge of the NISPOM, Intelligence Community Directives and associated industrial security regulations, policies and laws.
Understands of Executive Orders 10450, 12968, 13526.
Has experience with JPAS, ACAVS and e-QIP databases.
Requires extensive experience in reading contracts, task orders and Requests for Proposal for security implications and advising the FSO on the impact or applicability of the requirements.
Possesses extensive knowledge of annual and five-year business plan development to include budgets and forecasts.
Possesses excellent interpersonal, written, verbal and presentation skills.
Requires extensive experience interfacing with government customers and executive management.
Displays a highly-developed professional image and demeanor.
Preferred certifications include: FSO, COMSEC Custodian.
Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information. For this position, DI will consider only applicants with security clearances or applicants who are eligible for security clearances.
Experience & Education
Bachelor’s degree plus seven (7) years’ experience in the Industrial Security environment or
Equivalent in job-relevant work experience in the DoD Industrial Security environment.
At least three (3) years’ experience with DD254 compliance and three (3) years in physical security/access control.
Prefer at least six (6) years in a supervisory role.
Three (3) to five (5) years’ experience working in business/program management or industrial security management for a government contractor is highly desirable.
Physical Requirements/Working Environment
Works in a normal office environment with controlled temperature and lighting conditions.
Ability to lift 40 pounds.
Requires ability to stand, sit, climb a ladder, and walk to conduct security inspections.
Travel
Domestic and international overnight travel to austere or inhospitable locations may be required from 5% to 10% of the time.
