CTAP is recruiting for Explosives and Narcotics Canine Handlers for OCONUS Positions at Kwajalein Atoll. These are Contingent Hire Positions Dependent Upon Contract Award and Funding.
 
Summary:
  • CTAP has requirements for up to four Canine handlers performing Armed Guard duties on Kwajalein Atoll in the Marshall Island chain.  This is a remote an austere duty location, but one with great potential for those who enjoy the outdoors and the scenic setting of a picturesque Pacific island. CTAP requires previously trained and certified Explosives Detection handlers and Narcotic Detection handlers.
  • Performing as an Armed Guard and Canine Handler.
  • Managing the health and welfare of your assigned canine.
  • Narcotics or explosives detection.
  • Canine training and participating in certification.
  • Vehicle and foot patrols, vehicle, boat and aircraft sweeps.
  • Traffic stops, searches for persons and evidence, assisting law enforcement empowered officials.
  • Writing reports and maintaining kennel facilities.
Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)
  • Required to follow all company personnel and safety policies, and perform all assigned duties in a safe work manner.
  • Explosives – Detects explosives materials and devices and prevents the unauthorized introduction of explosive devices or materials
  • Narcotics – Detects narcotics materials and prevents the unauthorized introduction of narcotics materials
  • Kennel Master – In addition to being an explosives or narcotics handler, also performs all duties associated with maintaining a kennel with four dogs
  • Responsible for the health and welfare of the canines
  • Maintains individual and canine certification
  • Performs canine proficiency training in order to maintain certification
  • Assists the Kennel Master as required
  • Qualifies and maintains proficient with a 9mm handgun
  • Schedules sweeps and checks to meet client requirements. 
  • Ensures 24/7 coverage using assigned resources.
  • Motivates their assigned canine to obtain top proficiency
  • Knowledge of the Kwajalein Atoll or previous performance at the site is preferred
  • Must be able to work flexible hours to include weekends and holidays if needed.
  • Other duties may be assigned to meet business needs.

Supervisory Responsibilities:
  • This position may have supervisory responsibilities. 
 
Minimum Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Minimum High School Diploma or GED.
  • Graduated from a nationally accredited or military working dog program that resulted in certification.
  • Training and certification must be current.
  • Certification by the U.S. Army, per AR 190-12, Military Police Military Working Dog Program is desired.
  • Must be at least 21 years of age and able to be armed.
  • Military Working Dog, Federal Police or civilian police canine handler experience
  • Kennel Master – Supervisory kennel experience preferably with the military, federal police or a civilian police force
  • Minimum of two years’ experience as a full time canine handler
  • Honorably discharged (If Applicable)
  • Successfully completed all training and have obtained all required permits, licenses, certifications and security/medical clearances for the site. 
 
Knowledge, Skills and Abilities:
  • In addition to above, minimum of an additional two years military experience in specified military occupational specialties in which the military tour of duty included duties involving security, force protection, weapons proficiency, protecting property, maintaining law and order, protecting lives or other duties similar in nature (i.e., Military Police, Infantry, Special Forces, Security Forces, , War Veteran, etc).
  • Possess significant background, either through experience and/or education, in basic security guard procedures including supervision policies and procedures.
  • Possess a Diploma or certificate as a graduate of a Federal, State, or local law enforcement agency; or military services recognized basic law enforcement or physical security training academy.
  • Possess experience in making decisions affecting security personnel in accordance with policies & procedures.
  • List of qualifications which include education/experience/certifications/clearances (quantifiable).

Physical Demands:
  • Able to work for extended periods in an outdoor unsheltered environment that includes direct sun, temperatures averaging 85 degrees and periods of extended rain.

Work Environment:

  • The employee may work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
