CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs.


Job Summary/Background:
The position of Security Communication and Technical Support Analyst will assist CRS to continue to access vulnerable populations within an acceptable level of risk through (1) Enhancing value and usability of the CRS security portal as a communication tool for all those who have a responsibility for security in CRS; (2) Promoting the adoption and implementation of the CRS security learning and training program ; (3) active participation as a member of the CRS Headquarters Security Team; (4) Assisting Regions and Country Programs to maintain security architecture to the required standard, (5) preparing security related internal communications and keeping staff apprised of latest information on CRS security training and capacity building efforts, (6) Analysis of trends in internal security incident reporting.(7) Documentation of metrics achieved in training and other areas of capacity building.


This position will collaborate with those with a responsibility for security at HQ, Regional and Country Program levels as well as security advisors and staff from other NGOs and other sectors.


Security Responsibilities:
Improve knowledge management by enhancing value and usability of the CRS security portal as a communication tool for all those who have a responsibility for security in CRS
Link with peer organizations, communications staff in CRS, other members of HQ Security Team and survey key stakeholders in the field in order to coordinate the development of a plan for redevelopment of the Security Portal
Link with CRS GKIM staff and coordinate the implementation of the plan to redevelop the Security Portal
Communicate with, and provide training for, key stakeholders to help ensure optimum use of the Security Portal across CRS regions
Ongoing management and maintenance of the CRS Security Portal to ensure that it is both up to date and regularly used
Provide monthly summaries for Overops monthly communication
Provide monthly or quarterly update from the Security Function to Overops
Assist in the regeneration of the Security Community of Practice

Promote the adoption and implementation of the CRS Security Learning and Training Program

Assist Global Security Training Manager to implement the CRS Security Learning and Training program
Assist in the delivery of CRS Security Training in the field
Facilitate regions and country programs to access security training (on line and face to face) to assist them to meet the requirements of the CRS Security Learning and Training program
Assist in the development of a system to monitor the degree to which regions are complying with the requirements of the Security Learning and Training program
Link with security networks, umbrella organizations, external organizations and relevant individuals to assist in keeping CRS up to date with current best practice in the security training field
Maintain database of all CRS certified Security Trainers (integrate into portal)
Maintain database of all security training completed (integrate into portal)


Active participation in the CRS HQ Security Team
Form part of HQ Security Focal Point rotation
Network with global INGO security sector and assist in maintaining best practice within CRS

Assist Regions and Country Programs to maintain security architecture to the required standard (Field Security Plans, Visitor briefing documents, "Constant Companions" and Crisis Management Plans.
Research level of existing security architecture across all Regions (quality as well as quantity)
Develop plan to assist Regions and Country Programs to improve existing security architecture
Assist Global Security Advisor in linking with the internal audit function to establish an effective ongoing compliance check on security architecture across the organization.

Survey Administration
Link with HR and train to a level of competence on the Key Survey Tool
Develop surveys as required, administer them and generate the necessary reports

Incident Reporting
Promote use of on line incident reporting tool
Generate and disseminate regular reports from the on line incident reporting tool

Crisis Management
Update and maintain HQ Crisis Management Plan based on information and feedback from recent simulations

Conference Logistics
Organize logistic for Global CRS Security Meeting

Qualifications:
Bachelor's degree in a field relevant to CRS operations. Masters a plus.
Minimum of 2 years' experience working in a field relevant to CRS operations.
Interest in, and some experience of, working in the global security sector
Interest in, and experience of, delivering training
Technical capacity in SharePoint and relevant software

Personal/Professional Knowledge, Skills and Abilities:
Excellent computer literacy
Interest in, and some understanding of, technical principles, theories, and concepts in the INGO security sector
Interest in, and some understanding of, technical principles, theories, and concepts in the learning and training field
Interest in and some understanding of communicating effectively across geographical divides
Excellent written and oral communication skills.
Training and facilitation skills.
Proven capacity to work effectively as part of a multidisciplinary/multicultural team.

Physical Requirements/Environment:
Normal conditions akin to office environment; based in Baltimore at CRS Headquarters; Willingness and ability to travel up to 10% of the time

Foreign Language Required:
