The Southern California Regional Rail Authority (SCRRA) is the joint powers authority that operates Metrolink, the five county premier commuter rail servicewith a dedicated staff of approximately 250 full time employees and over 800 contract staff. POSITION

The Southern California Regional Rail Authority, operator of the Metrolink Commuter Rail System, is seeking a Security Manager to provide oversight for day to day management of the Security function with assistance from the law enforcement and security guard contractors. This position is located in SCRRA’s Metrolink Operations Center at 2558 Supply St., Pomona, CA 91767.

DUTIES
Under the leadership of the Director, Operations, this exempt position is responsible for the following:

· Ensure a safe and secure commuter railroad environment for the passengers, employees and the community by establishing the best appropriate and comprehensive security programs;

· Develop, interpret and maintain policies and procedures for security program and compliance;

· Manage law enforcement contracts and security guard contracts on issues of security of person and property situations and layover facilities;

· Develop and administer budget and approve expenditures for security related functions;

· Develop and conducts employee drills for emergency operations and disaster response;

· Partner and maintain communication with local law enforcement, contracted private security providers, customers and public safety agencies to address security and emergency preparedness and for incident responses.

· Monitor industry best practices nationally and internationally to develop innovative approaches to improve SCRRA security performance in functional areas.

· Coordinate and comment on programs and policies of SCRRA’s contract operators concerning security issues.

· Compile statistical reports.

· Ensure compliance with the APTA and federal regulatory standards.

· Ensure the railroad right-of-way and trains are safe by managing railroad security.

· Ensure that the patrons and their property are secure at stations and that our equipment is secure at the various layover facilities.

· Investigate railroad accidents and human factor events.

· Perform facility security assessments;

· Represent the SCRRA at meetings and hearing involving governmental agencies, professional and community organizations and te general public;

· May interact with SCRRA Senior Leadership Team and Board members;

· Investigate causes of security breaches and recommends changes in procedures, equipment usage and/or work environment to correct problems and prevent recurrence;

· Prepare various reports;

· Collaborate with local police and fire agencies and rescue teams to assure information exchange and mutual assistance;

· Develop and implement SCRRA CCTV policies and procedures;

· Maintain first responder training database;

· Develop programs and policies to bring SCRRA into TSA and PUC security regulation compliance;

· Develop, coordinate and implement local law enforcement and contract law enforcement contractor for ROW inspections to alleviate the threats posed by terrorists and WMD;

· Respond to emergency situations on a 24/7 basis;

· Perform other related duties as assigned



MINIMUM REQUIREMENTS

· An Undergraduate degree in Business, Public Administration or a related field is required with emphasis in security management, emergency or disaster management, homeland security, law enforcement or criminal justice preferred;

· Minimum of eight to ten years experience in managing security in a railroad environment.

· Minimum of one year experience preparing reports and other correspondence.

· Demonstrate prior work experience in a similar position implementing the applicable federal, state and local regulations;

· Maintain relationships with appropriate railroad or functional industry partners and is current on issues, practices and procedures.

· Prior work experience that shows accomplishments that enhance results by ensuring that problems are prevented through analysis, measurement and process improvements.

· Has an understanding of the public service and railroad environment; .

· Must demonstrate the ability that he/she will proactively provide clear direction and policies to eliminate or reduce potential conflicts.

· Proven track record of maintaining a high degree of confidentiality;

· Ability to make sound decisions, at a moment’s notice, for personal safety and the safety of others;

· Must be able to demonstrate the ability to maintain composure and provide effective leadership during sustained periods of emergency operations;

· Prior work experience demonstrating the ability to work independently, prioritize assignments and meet deadlines with minimal supervision;

· Able to demonstrate effective, productive working relationships with personnel at all levels in the company and with representatives of outside agencies and groups in a similar position;

· Communicate effectively orally and in writing.

· Proficient with Microsoft Office Suite including Excel spreadsheets.

· Certifications related to security would be a plus.

· Valid class C Driver’s License with a satisfactory driving record of no more than three moving violations and no DUI’s within the last three years.

· Move objects weighing up to 50 pounds.

· Frequent exposure to freight, passenger rail and vehicular traffic.

· Frequent exposure to electrical, weather, mechanical and physical hazards.

· Work irregular hours, nights, and weekends when necessary.
