Job Description
OUR MISSION: The Federal Trade Commission (FTC) enforces a variety of federal antitrust and consumer protection laws. The Commission seeks to ensure that the nation’s markets function competitively and are vigorous, efficient, and free of undue restrictions. The Commission also works to enhance the smooth operation of the marketplace by eliminating acts or practices that are unfair or deceptive. Finally, the Commission undertakes economic analysis to support its law enforcement efforts and to contribute to the policy deliberations of the Congress, the Executive Branch, other independent agencies, and state and local governments when requested.
The position is located in the Office of the Executive Director (OED), Administrative Services Office (ASO), Security and Personnel Administration Unit. The incumbent serves as the supervisor and provides oversight to personnel engaged in the processing of investigative requests for personnel security/suitability investigations and the personnel responsible for the Check-In/Check-Out/Moves (CICOM). The incumbent reports to the Security Officer.

KEY REQUIREMENTS
This position requires U.S. citizenship.
This position is not included in the bargaining unit.

DUTIES:
The incumbent:
Serves as the agency subject matter expert responsible for the processing of investigative requests for personnel security/suitability investigations.
Supervises and provides oversight to personnel engaged in the processing of investigative requests for personnel security/suitability investigations.
As the agency expert, has final adjudication authority for security investigatory packages that are returned from OPM, including consultations with supervisors and affected managers regarding cases returned with unfavorable findings.
Creates and maintains written reports, spreadsheets, and other guidance materials on personnel security matters to assist with workflow and labor resource distribution.
As the agency expert, develops and implements policies and procedures related to personnel security issues, including Homeland Security Presidential Directive 12 (HSPD12), which establishes federal government standards for issuance and maintenance of official credentials.
Represents the FTC as the agency liaison with OPM on matters related to e-QIP, the background investigation process and suitability determination for all FTC staff, volunteers, and contractors. This will include direct correspondence and meetings with OPM staff and investigators as well as providing briefings to FTC personnel.
Assists the Security Officer in supporting the FTC’s Counter Intelligence program headed by the Federal Bureau of Investigation and the United States Secret Service.
Serves as the Contracting Officer’s Representative (COR) for contracts that provide assistance in all aspects of the personnel security program.
Coordinates the FTC Personnel Security Program with the FTC Health and Safety Officer and the Physical Security Programs.
Supervises and provides direction to the FTC Check-in/Check-out and Move (CICOM) processes. These processes encompass a wide range of activities and services to ensure that employees and contractors are provided with the necessary knowledge, tools and environment in which to carry out their duties and responsibilities.
Oversees the development and updates to FTC policy and standard operating procedures on CICOM.
Manages a staff of specialists and assistants. Provides daily oversight of the activities within the areas of personnel security and CICOM. Selects and develops staff and is responsible for the general accuracy and appropriateness of their activities and work. Develops plans, techniques, and processes in a way that improves the office. Oversees the overall planning direction, staffing, and daily activities of the office, including performing administrative supervisory functions.
QUALIFICATIONS REQUIRED:
Resumes of qualified candidates must describe 1 year of specialized experience equivalent to the next lower grade level in the Federal service.
Specialized experience is any experience that is directly related to the position to be filled and which has equipped the candidate with the particular competencies (knowledge, skills and abilities) to perform the duties of the position.
Specialized Experience at the GS-14: Possess one (1) year of specialized experience equivalent to the GS-13 level, or its non-Federal equivalent which may be demonstrated by experience including, but not limited to, processing personnel security investigations; adjudicating personnel security packages; developing personnel security policies and procedures; and developing reports, spreadsheets, and other guidance on personnel security matters.
