Job Summary


The Contractor Special Security Officer (CSSO) is responsible for developing and implementing security policies and procedures in coordination with government agencies and DynCorp International (DI) Security leadership. Coordinates and monitors sensitive aspects of government agencies’ industrial security programs, ensuring compliance with government and company security policies and procedures.

Principal Accountabilities

Develops, implements, and monitors DI’s SCI/special security policies and procedures; ensures compliance with all aspects of the security program.
Protects classified government information and manages TS/SCI personnel security clearance and processes. Conducts initial and on-going security training and education briefings.
Prepares for and is DI’s lead during SCI-Security audits/inspections.
Provides support for all security functions in accordance with the NISPOM, DCID’s, ICD’s and other applicable government security directives associated with SCI and other special security programs.
Administers routine aspects of industrial security programs and supports SCI and Special Access Programs in compliance with the NISPOM, JAFAN’s, DCID’s, ICD’s and other applicable government security directives associated with SCI and other special security programs.
Establishes and maintains a working relationship with all government agencies while building/managing SCIFs/SAPFs as well as filing necessary clearance paperwork for employees, candidates, and consultants.
Uses JPAS and other special access sites, such as ACCS, to track and maintain clearances. Schedule and coordinate polygraph exams as required by customer.
Maintains SCIF visitor control functions.
Prepares visit authorization letters (VARs).
Develops and provides new employee security briefings, exit interviews, and debriefings.
Investigates and reports security violations, and incident reports.
Works closely with the Facility Security Officer (FSO) in preparing DD254 forms for subcontractors.
Conducts SCIF self-inspections in preparation for security audits.
Maintains a working relationship with each contract’s security office for processing and maintaining employee clearances/accesses.
Provides follow-up clearance status on processed clearance to manager for specific contracts.
Prepares written reports of surveys and inspections.
Maintains all security documentation and files in accordance with government requirements
Prepares necessary paperwork in support of Federal Government investigations or annual visits and meets with Federal Government representatives upon request.
Accreditation and reaccreditation of classified IS Systems to include user access, auditing, configuration management, documentation, and training in accordance with USG policies and regulations.
Serve as OPSEC Coordinator, develop and maintain required OPSEC plans
Obtain and maintain user accounts in the AKO, NIPRNet, SIPRNet, NSANET and JWICS.
Maintain and submit upon request a personnel roster IAW customer requirements.
Perform other qualified duties as assigned.

Knowledge & Skills

Must possess practical knowledge of SIMs or related security management data base software.
ISSO/ISSM experience desired.
Excellent communication and interpersonal skills both in person and via telephone.
Excellent analytical, troubleshooting and communication skills.
Proven knowledge and managerial experience.
Requires independent judgment and discretion, as well as the identification, analysis and resolution of security related matters.
Requires in depth knowledge of building, accrediting, and managing SCIFs across various government agencies.
Must possess practical knowledge of and experience with JPAS, e-QIP, and ACCS.
Must be a team player and capable to work effectively in a collaborative manner.
Knowledge of Microsoft office products or similar software packages.

Experience & Education
Bachelor’s degree in related field.
Ten (10) or more years of experience that can be a combination of related experience in industrial security and the U.S. military.
CSSO certification preferred.
COMSEC Manager/Custodian certification a plus.
OPSEC Level II Certification a plus or must be obtained within 90 day period.
Previous experience in the U.S. Government, DoD, Intelligence, and Industrial Security management.
Level Security Clearance Required: Top Secret/SCI.
