New Century US is actively recruiting for a Facility Security Officer (FSO) at our corporate office in Arlington, VA.
New Century US is a leading global provider of police and military intelligence capacity building services. Position Description:
The FSO will provide expertise, guidance and advice to the New Century US executive management team. Successful candidate will serve as the primary point of contact for all industrial security concerns, and ensure security is perceived as a critical process. This position requires excellent professional judgment and discretion, as well as the identification, analysis and recommendations and implementation of actions to be taken in security-related matters. The Facility Security Officer (FSO) is responsible for implementing and maintaining the facility's industrial security program and ensuring compliance to the Proxy Agreement as part of Foreign, Ownership, Control or Influence (FOCI) mitigation. The FSO should have in-depth knowledge of the National Industrial Security Program Operating Manual (NISPOM) and experience with the Defense Security Service (DSS). The FSO duties will be the successful candidates primary responsibility however the FSO will also provide executive support to senior management.
The FSO will provide support for all security actions in accordance with NISPOM and other Federal government security regulations. The FSO will provide briefings to new employees, perform exit interviews and debriefings, investigate and report security violations, perform periodic self-inspections and maintain appropriate records in accordance with the Proxy Agreement.
Duties and Responsibility:
To include, but not limited to:
Manage and support company-wide classified security programs.
Tracking personnel security clearance investigations and performing administrative support functions to include Joint Personnel Adjudication System (JPAS) administration
Preparing and maintaining all documentation required to obtain and maintain a Facility Clearance
Providing reports to the Government Security Committee
Main point of contact for corporate-wide personnel clearance matters
Developing and administering a comprehensive industrial security education, training, and awareness program for both cleared and non-cleared personnel
Managing completion of SF86, DD-254, and fingerprinting packages.
Performing additional administrative duties and responsibilities as directed by the DSS
Implementing and administering standard operating procedures in accordance with the NISPOM and associated corporate and government policies and directives
Achieve utmost compliance by providing security counsel and guidance to executive management and the Board of Directors as required.
Interfacing with government customers on security related issues
Ensure all procedures, reporting, and records are in compliance with multiple security cognizant agencies
Establish policy, procedures, and capabilities for IT systems.
Preparing and maintaining the company Security policies and procedures.
Processing clearances, special access requests and other personnel clearance actions
Managing and implementing physical security safeguards for the protection of personnel and property in a cost-effective and risk appropriate manner
Performing required self- inspections of security program.
Preparing assessments involving possible security violations and initiating measures to correct security deficiencies
Supporting with in-processing of new employees hired on our contracts, including medical/dental/drug screening, background checks, scheduling of CRC, liaising with our Clients to arrange flights and responding to general inquiries.
Providing support as needed to the Programs Managers on a variety of tasks related to contracts or sub-contracts.
Improving, continuously reviewing and supervising Quality Assurance Program to monitor compliance metrics and improve program performance.
Ensuring appropriate mechanisms for program monitoring and evaluation, backstopping and problem solving for field programs, including field visits as necessary.
Coordinating with other departments to provide general backstopping of any issues to contract employees;
Providing administrative support to field operations, and assist in liaison with other departments gathering and disseminating information.
Providing remote program execution and employee support for deployed personnel.
Supporting Program Managers with travel and logistical arrangements (flights, hotels, reservations, visa requests, insurance coverage and other travel details) for visit to sites of operation.
Managing execution and tactical delivery in support of project goals.
Alerting division management of programmatic concerns, challenges and difficulties in timely fashion;
Ensuring adherence to terms of funding agreement/contract, including project deliverables.
Preparing field and travel expense reports for deployed persons.
Performing work assignments using independent judgement to ensure effective technical management of on-going programs.
Requirements:
Bachelor's degree preferred
5+ years related security experience with government contractor(s) preferred
Leadership experience preferred
Candidate shall be detail orientated and highly organized
Must understand and adhere to confidentiality agreements
Must have the ability to communicate effectively both orally and in writing
Shall have the ability and flexibility to move from one task to another and to be available for a variety of tasks as the need arises
Must be proficient in Microsoft Word, Excel and Power Point
Experienced in interfacing with Government customers and executive management
Preferred in-depth knowledge of the National Industrial Security Program (NISP) and experience interacting with DSS
Understanding of DSS FOCI mitigation agreements
Working knowledge and understanding of the NISPOM and other government regulations
Knowledge of facility clearance and accreditation processes/procedures
Familiarity of government databases systems to include, but are not limited to JPAS, eFCL, IFSD, ACAVS, and eQIP.
Information Systems Security Officer (ISSO) experience preferred
Export Control experience preferred
FSO Certification
US Citizen with an active Top Secret clearance
