Job Description:
IEA Corporation is looking for a dynamic contractor who will provide the following:
Support the development and staffing of DoD physical security policy and oversight of physical security policy and programs; assess access control system (including locks) standards, support requirements generation and funding processes; develop technical standards and assist in developing policies and guidance, answer Component and leadership inquiries and support oversight and assessments of the physical security of arms, ammunition, and explosives policy and implementation.
Responsible for integrating physical security policies into other security and protection-related programs (e.g., Law Enforcement, Emergency Management) and reviewing other program policies to ensure alignment and compliance with DoD's Physical Security Program.
Conduct security reviews, assesses and reports on DoD Component's enactment of physical security measures and recommends solutions to deter and prevent physical security breaches and interprets/provides expert advice on DoD and interagency policy governing the safeguarding of real property (to include installations and facilities) and resources.
Establish effective relationships across DoD and interagency to ensure the Emergency Management, Law Enforcement, Workplace Violence, Cyber Security, Identification Card, Transportation and Mission Assurance and Antiterrorism initiatives align with DoD physical security policy; enhance physical security inspections and audit capabilities; standardize and modernize access controls; and strengthen physical security measures to mitigate physical threats (both internal and external).
Establish and maintain interagency relationships with Federal Agencies, as appropriate, to identify any technology and procedural best practices for adoption in DoD, as well as, identify and collaborate on public laws and international agreements that impact DoD physical security policies.
Provide staff support to the DoD Physical Security Review Board and other physical security working groups and OUSD(I), as necessary.
Experience and Skills:
• 5-7 years of physical security/law & order experience and expert knowledge of DoD physical security policies and processes, to include security-in-depth concepts
• Expert knowledge in safeguarding of arms, ammunition and explosives; authorities and jurisdiction for military, DoD civilian police and security guards; conduct of vehicle, baggage and persons security searches/inspections; access/circulation control; and safeguarding of high value or sensitive resources and installations.
• 5 years of experience writing/preparing/editing DoD correspondence, packages, and preparing and presenting briefings to a broad constituency in a variety of forums.
• Experience facilitating working groups to draft policy and/or achieve policy issue resolution. Experience as a staff action officer on a headquarters staff is required.
