Job Duties and Responsibilities

This is a TDY Position.

Sense and Warn Rapid Deployment Project Lead assists the Program Lead with the overall program management functions and activities associated with the planning, design and implementation of the Sense and Warn (S&W) Rapid Deployment capability involving technical security assets deployed by the Department of State (DoS) worldwide.


Job Duties & Responsibilities:
• Performs the full range of standard work for the professional field. Refers complex and unusual problems to others. Identifies and resolves more complex problems and applies problem-solving skills in order to deal with most situations.
• Coordinates Sense & Warn efforts with DoS bureaus, offices and diplomatic operations; the Department of Defense; private contractors; and other agencies and organizations.
• Designs practical and sustainable Sense & Warn programs for assigned regions. Recommend strategies to mitigate system vulnerabilities.
• Develops and conducts training for U.S. Government personnel and private contractors regarding the proper use, care, maintenance and preventative maintenance of assigned Sense & Warn systems.
• Researches and maintains knowledge of current U.S. and host country laws, regulations and policies governing Sense & Warn.
• Drafts and/or reviews technical statements of work (SOW) and proposals for installation, repair and maintenance of Sense & Warn equipment. Provides quality assurance oversight of such work.
• Performs installation, de-installation, system check-out, fault diagnostics and repair of all systems in theater along with programming of all Sense & Warn systems as part of this fielding and sustainment effort.
• Performs technical inspections and repairs to identify the cause of failure and determine parts required for repair. Repairs will be documented to include serial numbers of equipment and sub-systems.
• Completes complex material specification, schematic preparation and follow-up to ensure proper and effective implementation.
• Performs complex design, development, testing and modifications of solutions and performs explanations and clarifies information to enable proper interpretation and evaluation of complex specifications, performance characteristics or other technical data.

Supervisory Duties:
Provide assistance and direction to contractor personnel and general guidance, train and support professional staff consisting of DoS, contractor and other employees


Qualifications:
• BS/BA in a related discipline or advanced degree, where required, or equivalent combination of education and experience.
• An Associate’s degree or technical certificate in electrical engineering or a related field and seven years’ experience as described above; or
• An advanced degree in a related field MAY be substituted for experience where applicable.
• Project or Program Management certification is highly desired.
• Minimum of 5 years’ experience in the field of radars and Counter Rocket Artillery and Mortar systems used by the Department of Defense and the U.S. Department of State. Knowledge and understanding of the interoperability between specific Department of Defense C-RAM systems and the integration of selected Commercial-Off-The-Shelf (COTS) hardware into these systems.
• Seven years of job-related experience or equivalent.
• Good Written and verbal communication skills.
• Proficient with Microsoft Office software suite.
• Expert knowledge of radar system elements as well as possess a broad knowledge of manufacturing procedures, the development of requirements, data analysis and fielded system support in order to advise top ST management on new developments and advances in security technology for application in S&W security support operations. Must demonstrate exceptional expertise in program management to ensure that all phases involved in the planning, development, design and implementation of overseas security projects are orchestrated seamlessly; demonstrate skill in managing and directing multiple and unrelated projects; discern and analyze critical scheduling issues and develop alternative S&W program implementation options as required for effective security support operations. Must demonstrate the ability to analyze, interpret, and implement any laws, regulations, and contractual requirements associated with S&W systems which may require knowledge of the Federal Acquisition Regulations (FAR).
• Mastery of security technology and related systems and equipment in order to function as a recognized DoS expert in the highly specialized field of S&W radar systems, have expert knowledge of the strengths, weaknesses and limitations of the S&W system and develop state-of-the-art techniques, tactics and procedures (TTPs) for deploying S&W in high threat or other locations directly supporting DS operations.
• Interoperability between specific Department of Defense systems and the integration of selected Commercial-Off-The-Shelf (COTS) hardware.
• Electrical and electronic systems.
• Understand strengths, weakness, and limitations of Sense & Warn systems.
• Develop Techniques, Tactics, and Procedures (TTP’s) for deploying Sense & Warn platforms based on the national, local, and emerging threats.
• Specify RF communication equipment compatible with CREW systems.
• Comprehensive knowledge of Sense & Warn systems used by the DoS.
• Establish and maintain intra-organizational and external contacts


Certifications: Project or Program Management certification is highly desired.


Medical Clearance: Must be able to obtain a DoS Class 1 medical clearance prior to employment.


Travel:
Overseas travel may be required up to 25% of the calendar year in high-threat areas. Domestic travel may be required for training and other purposes.

Travel Work Environment: Full-time, 60-hour week usually under hazardous conditions when in temporary duty (TDY) status in a theater of operation. Personnel meeting the provisions of Department of State Standardized Regulations, Chapter 650 – Danger Pay Allowance, and Chapter 350 – Hardship Pay, are eligible to receive danger and hardship pay up to the prevailing percentages over basic compensation. The location of high-risk environments will be disclosed upon interview.

Work Location: DOS Chief of Mission sites OCONUS. Any stateside work location will likely be in DOS Annexes in Arlington and/or Springfield, VA.


Clearance:
• Must have a current US Government SECRET security clearance with immediate eligibility to be granted a Top Secret clearance and access to sensitive compartmentalized information.
• U.S. Citizen.
Qualifications Requires Bachelor’s degree or equivalent, and seven to nine years of related experience.
Additional Qualifications Physical Demands: This position involves deployment to a physically challenging and stressful environment which may require unusual physical exertion under unfavorable conditions including high elevations, extremely dusty conditions and air pollution, uneven and rocky terrain, lack of potable water, food and waterborne diseases and communicable diseases. Very limited medical care is available. The Security Specialist II will be required to wear, in many cases throughout the workday, a helmet and body armor that together weigh a minimum of 30 pounds. In addition, the individual will need to walk significant distances through rough and uneven terrain wearing protective armor and carrying emergency equipment and work materials. Transportation may be in off-road vehicles, helicopters, military troop transport aircraft or other military transportation with confined seating. Clearances may be up to 2 ft. off the ground with high step rails or ladder-type steps and small entrances. Travel in these vehicles may exceed 10 hours. In addition, the employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships conditions associated with this position.
