Responsibilities:
PAE seeks a Corrections Training Team/Auditing Advisor in Mexico City. This SME will be based in Mexico City and place of duty will be located in the U.S. Embassy Bio building. The Advisor shall be required to travel throughout Mexico and international upon request to provide training and corrections program support. Requests for contractor travel shall be coordinated with and approved by the INL Corrections Program Coordinator (CPC) and the Contracting Officer Representative (COR).
Duties and Responsibilities:
•Serves as a corrections expert as a Training Advisor and an ACA auditor in Mexico.
•Develops and coordinates corrections programs for Mexico in concert with other USG and Mexican law enforcement and criminal justice programs.
•Serve as an advisory resource for the Mexican corrections officials on specific aspects of planning and implementation of ongoing corrections assistance programs in Mexico.
•Provides policy analysis and program guidance to INL and Mexican officials on all aspects of corrections matters, addressing any if a number of issues related to corrections system reforms to include human right issues related to prisoner incarceration; budgeting; development of correctional capacities and institutions; refurbishment and or construction of correctional facilities and training plans.
•Organizes and participates in meetings, seminars, and exercises to develop plans/programs for implementation of corrections assistance in Mexico and improve overall capacities to effectively modernize existing institutions
•Prepares background materials and reports used by the INL-Mexico City in preparing reports, speeches, briefings and testimony to articulate INL engagement on corrections reform aspects in Mexico.
•Participates in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation.
•May serve as a Mentor or Advisor to Mexican Corrections Personnel.
•Assist with clerical duties as requested.
•Other duties within scope as requested and assigned by the INL CPC.
•The Corrections Training Advisors shall coordinate with and receive general daily guidance from the CPC.
Qualifications:
•US Citizen
•MRPT Clearance
•Fluent or Native Spanish ability (FSI 3/3 proficiency or equivalent rating)
•Graduation from a U.S. federal or state corrections or probation officer academy certified by a POST commission or equivalent and of at least 120 hours in length.
•7 years as a corrections officer in the US, with at least 2 years at the rank of Sergeant or equivalent.
•3 years as a corrections trainer in an academy certified by a POST commission or equivalent.
•Individual must have a demonstrated track record of accomplishment in training other corrections officers.
•Knowledge and experience in American Correctional Association (ACA) and/or Security auditing in a Correctional
environment.
•A member of the American Correctional Association
•In addition to the general qualifications of a (CTAA), the CCTA shall also have at minimum three (3) years of experience in corrections curriculum development and/or academy administration at an academy that is certified by a POST commission or equivalent.
•It is preferred that candidates have at least two (2) years of experience working on international corrections issues and reform, including working overseas in the corrections development field.
