Location:   Performance of this task order will be conducted on-site at the National Ground Intelligence Center (NGIC) (24 personnel) in Charlottesville, VA 22911-8318, at a contractor site (up to 3 personnel), located within 25 miles of NGIC and at MacDill AFB (1 personnel), Tampa, FL. The contractor may also be required to perform at CONUS and OCONUS locations worldwide including potentially hostile environments designated by the U.S. Government as an Imminent Danger Zone or Hostile Fire Zone.

Background: NGIC provides All Source and Geospatial Intelligence on foreign regular and irregular ground forces and their capabilities and related military technologies and integrates with Mission Partners to ensure the U.S. Army, DoD, Joint, and National level decision makers maintain decision advantage to protect the U.S. and interests abroad. NGIC is the Defense Department’s primary producer of ground forces intelligence. NGIC produces scientific and technical intelligence and military capabilities analysis on foreign ground forces required by warfighting commanders, the force modernization and research and development communities, DoD, and national policymakers. Under its assigned Defense Intelligence Analysis Program (DIAP) lanes, NGIC is directed to produce all-source intelligence products to understand the threat to U.S. ground forces posed by threat networks that support regular and irregular groups. NGIC has traditionally conducted independent assessments of Counter Network Analysis and Irregular Warfare (IW) threats. While there is a continuing need to dive deeply into each respective area, there are opportunities for synergy in the application of all source intelligence and targeting analysis across this spectrum because they are complementary components of a more holistic view of threat
networks. Fusing all source intelligence products across these layers enables and informs an integrated assessment of potential threat and targets while permitting efficiency by balancing resources with workload across all service areas along with associated contract management efficiency.


Irregular Warfare Background (IW): IW is defined as a violent struggle among state and non- state actors for legitimacy and influence over the relevant populations. IW favors indirect and asymmetric approaches, though it may employ the full range of military and other capabilities, in order to erode an adversary’s power, influence, and will. IW mission sets continue to pose a significant threat to U.S. national security and Department of Defense (DoD) forces worldwide. IW entities have become less dependent on state sponsors for logistics and operational expenses and more dependent on loosely formed, often trans-regional networks which provide lines of communication, fighters, funding, equipment, training, and safe havens that are both trans-regional and regional in nature. These threats cross Geographical Combatant Command areas of responsibility and require a specialized enduring analytical effort to conduct in-depth analysis on multiple dimensions of armed conflict to understand how insurgencies create and sustain themselves


Duties:
  • All source intelligence research and production of draft and finished intelligence NGIC assessments on active insurgencies worldwide.
  • Assisting NGIC and other IC analysts/agencies in the planning, preparation, coordination, and dissemination phases of scheduled and unscheduled assessments including RFIs with short suspense’s and high-level attention.
  • Monitor active insurgencies’ capabilities, funding, training, recruiting, safehaven, Tactics Techniques and Procedures (TTP), and operations worldwide and support NGIC efforts to counter insurgent efforts.
  • Monitor and produce intelligence products on underlying conditions which may provide a catalysis for the development of insurgencies.
  • Perform data input, link and nodal and geo-spatial analysis
  • Identify significant intelligence trends and proposing new or revised analytical efforts to alert leadership to developments and to meet customer needs.
  • Conduct analyst-to-analyst liaison with counterpart analysts and similarly focused leaders throughout the NGIC, DoD, and the IC.
  • Identify intelligence gaps, specifying collection requirements, and submitting recommendations to NGIC collection managers and analysts.
  • Review products and provide substantive feedback for team members. 
Minimum Qualifications:  NOTE:  Ensure your resume reflects the minimum qualifications. 
  • TS clearance with SCI eligibility at time of application
  • Bachelor’s Degree
  • U.S. Citizen
  • 8 years knowledge and experience with intelligence operations and its various disciplines, functions, processes, and documentation, especially with respect to all source analysis
  • Demonstrated knowledge of SIGINT, OSINT, and HUMINT
  • Experience with the intelligence cycle and collection fusion, analysis, production, and dissemination of products.
  • Experience with intelligence automated systems, especially imagery analysis, signals intelligence and exploitation tools and libraries.
  • Knowledge of intelligence oversight and security guidelines
  • Excellent written communication, all-source research, data evaluation and analytic skills.
  • Excellent oral communication skills for presenting, briefing, or communicating analytical research material.
  • Significant experience with Irregular Warfare problem sets.
  • Ability to deliver global situational awareness in support of planning, synchronization, decision making and execution of client missions
  • Knowledge of state-of-the-art intelligence analysis tools such as Pathfinder, WEBTAS, Analytical Notebook, DCSG-A, GIS tools and M3
  • Ability to manage, research and coordinate projects.
  • Detailed knowledge of NGIC, Army, and other IC programs and products
  • Ability to lead production and manage requirements and personnel.
  • Additional desirable experience
  • Military experience, strategic/tactical and especially deployed Army experience; INSCOM experience or experience in an ACE supporting all-source analysis
  • Specialized training from any intelligence collection and analysis school or certification.
