The Firearms Subject Matter Expert will provides subject matter expertise (SME) to INL and Government of Mexico officials in law enforcement operations, training and administrative processes, drawing on extensive, specialized experience in explosives and firearms, international firearms and explosive trafficking, and smuggling investigations
Primary Responsibilities:
Responsible for planning, coordinating and executing training and capacity-building activities in support of firearms and explosives anti-trafficking objectives, in particular in conjunction with the Alcohol, Tobacco and Firearms (ATF’s) offices in Mexico.
Assists INL to analyze, anticipate, identify, articulate, and secure GOM support for INL-sponsored training and capacity-building activities.
Assists INL to implement basic and advanced training programs that improve the capacity of Mexican federal, state, and municipal security forces to respond to, manage and lead its personnel who are engaged in firearms and explosive investigations.
Provides INL with high-level, strategic analysis of current and proposed Merida-funding programs related to firearms trafficking and explosives investigations.
Assists INL to build and strengthen relationships with GOM counterparts, serving as a liaison between INL and those counterparts.
Advises INL staff on the creation, implementation, review and assessment of police professionalization and capacity-building projects, and assists INL with meeting with host nation or interagency partners to provide input to collaborative projects.
Consolidate, analyze, and provide recommendations to INL on GOM training and capacity-building requests and needs.
Assists INL to develop short- and long-term strategies for acquiring training courses, equipment, and higher headquarters support.
Receives guidance and tasking from INL Program Coordinators or the INL Law Enforcement Program Officer.
Works closely with INL Project Managers and Site Coordinators, and may need to travel as much as 50% of the time to assist INL to assess GOM partner agencies or to assist in monitoring progress of projects.

Education and/or Experience:
Bachelor’s degree in international relations, law enforcement, criminal justice, public policy or related field (ten (10) years professional law enforcement experience may be substituted).
At least fifteen (15) years’ experience with U.S. law enforcement or military.
Three (3) years of experience working overseas in an Embassy, Consulate or US government environment. Experience in Mexico is preferred.
Prior experience in working with law enforcement agencies in Central or South America is required.
Experience in drafting and authoring reports such as weekly, monthly and quarterly reports is required.
Experience in creating and writing training plans, statements of work, standard operating procedures and detailed instructions is preferred.
Knowledge, Skills, and Abilities:
Spanish FSI level 3/3.
English FSI level 4/4.
Demonstrated ability to utilize U.S. law enforcement experience and knowledge in such areas as criminology, methodology of police investigations, intelligence cycle, crime scene preservation and investigation, technical surveillance/pursuit/cover, interviews and interrogations, undercover and sting operations, simulations, crime scene video and photography, radio communications and explosive and firearms.
Demonstrated ability to manage law enforcement support and training projects in a foreign country, including promoting U.S. interests with host government officials, ensuring sustainability of projects through provision of appropriate training and maintenance, and have the ability to integrate competing needs of U.S. law enforcement, development, and security agencies.
Specialized knowledge in explosives and firearms, international firearms and explosive trafficking and smuggling investigations. Prior employment history with US Alcohol, Tobacco and Firearms (ATF) is preferred.
Demonstrated ability to speak well before groups of clients, organizations or employees in both English and Spanish is required.
Demonstrated leadership skills and experience.
Demonstrated ability to work independently with minimal supervision.
Demonstrated ability to direct complicated programs and manage budgets.
Demonstrated knowledge of MS Outlook, Word, Excel, Project and Power Point, and experience in using Internet resources to conduct research and to manage projects.

Security Clearance:
The position requires a Moderate Risk Public Trust determination issued by Department of State.
Must be a U.S. Citizen.
Must also be able to maintain a favorable MRPT.

Travel:
Periodic overseas travel will be required in high-threat areas and in multiple locations. Domestic travel may be required for training and program coordination.
Work location:
The position is located in Mexico City Distrito Federal, Mexico. Some travel to other locations in Mexico and other countries may be required.
Work Schedule:
The positions offered are full-time, 40 hours per week
