Division Marketing Statement The Federal Services Division, operating as Black & Veatch Special Projects Corp., has its mission to provide a full range of services to our primary client base - U.S. Government agencies and departments. to provide the "best of class" services to our clients, to assist other Black & Veatch business units in securing and performing services for U.S. Government agencies, and to offer our unique skill sets and expertise to Black & Veatch business units and their respective client bases.
Primary Purpose Supervise and direct security measures necessary for implementing requirements of the National Industrial Security Program Operating Manual(NISPOM)and related Federal requirements for classified information.
Principal Duties and Responsibilities
Manage security of classified government programs and oversee the day to day operations of BVSPC Arlington cleared facility with periodic support and visits to BVSPC Columbia, MD office. This includes but is not limited to oversight of the personnel, information, and physical security disciplines supporting multiple classified programs within the Dept of Defense and various Intelligence Agencies.
Manage clearance processing, polygraphs, COMSEC and OPSEC programs, visit certifications, document control, and physical security, including alarm response for controlled areas, IAW, the NISPOM, Intelligence Community Directives,( ICD), and other applicable government security directives associated with both collateral, carve outs and SCI security programs.
Review security classification guides and make decisions, take independent action, analyze problems, and provide focused solutions to PMs and PEs as it relates to the classification of project materials.
Manage Information Systems Security and ensure systems security plans are written and approved by DOD prior to processing of classified information.
Interact with internal and external customers or government security officials to ensure all security requirements are sustainable as well as understood, and implemented throughout project life cycle through the issue of internal procedures.
Review security requirements associated with RFP’s , RFQ’s, etc. and provide input to proposals as needed.
Conduct security training, self assessments/audits of security programs to ensure all contractual requirements are maintained.
Minimum Qualifications
Bachelor’s Degree preferred
Must be US citizen
Proficient with use of JPAS, e-QIP, ISFD
3 years experience as an FSO or 5 years as an Alternate FSO or equivalent
Extensive knowledge of NISPOM, JAFAN and ICD’s.
Experience as an ISSO/ISSM or ability to fulfill NISPOM, Chapter 8 requirements for a small network and/or stand alone systems.
Current SSBI with eligibility for SCI/Polygraph preferred.
