Job Description
Position Summary:Explosive Detection Handler responsible for securing all vehicles, deliveries to the Martinsburg campus. Position is Monday-Friday shifts are 6-2 or 7-3. Handler receives 2 weeks paid leave after completing 1 year contract and 10 paid federal holidays. This position comes with a company vehicle and up to a $200.00 fuel stipend. Health insurance is available. Uniforms are provided and the handler is paid 0.25 cents per hour in addition to maintain uniform. Vet appointments and food covered by AMK9. Applicant must be willing to relocate (if out of state) to the West Virginia area at their expense.
Essential Duties and Responsibilities:
1. AMK9 Handlers shall inspect all incoming mail, packages and other deliveries being made to IRS facilities prior to delivery and receipt by IRS personnel (Example; US Postal Service and or private commercial Mail carriers such as FedEx, DHL, UPS, etc., mail would be inspected at the facility loading dock, outer-perimeter entry gates, or other appropriately designated areas) in accordance with established local procedures.
2. AMK9 Handlers shall inspect all food and material, deliveries, in accordance with Standard Operating Procedures (SOPs).
3. AMK9 Handlers shall inspect any suspicious packages identified within the IRS facilities; to include off-site facilities as requested by the IRS on an emergency basis.
4. AMK9 Handlers shall inspect facilities/buildings or other internal/external areas and/or vehicles as directed by the Lead COTR or the designated On-Site COTR, to include a bomb threat, evacuation, or other emergency.
5. AMK9 Handlers shall conduct roving EDDT sweeps during times of heightened security when mail deliveries are slow or as directed.
6. AMK9 Handlers shall conduct roving EDDT outer-perimeter patrols of IRS facilities and occupied space in accordance with established procedures to include inspection of vehicles in parking lots, vehicle entry access points, trash dumpsters/cans, bushes, etc.
7. AMK9 Handler shall follow established procedures for the inspection of the following, which include, but are not limited to: passenger vehicles, cars, trucks, vans and buses, tractor trailer cargo trucks, water and fuel tanker trucks, closed box container trucks, garbage trucks, dump trucks, concrete mixers/trucks, etc.
8. AMK9 Handlers and the Lead COTR will develop a written report documenting inspections in the event that an EDD Alerts or if an explosive device is identified detailing the interrogatives in detail from initiation to termination of the event.
9. AMK9 Handlers shall provide supplemental emergency EDDT coverage as needed once notified by the Lead COTR or designated On-Site COTR verbally and in writing via e-mail to meet the requirements of this contract/task order.
10. AMK9 Handlers shall respond within 5 minutes after notification that a bomb threat exists or a suspicious package is identified, if the EDDT is located on-site, and if incident occurs during established contract work hours. If incident occurs off-site or after established contract work hours, response time must be within 30 minutes from the time of notification.
11. AMK9 Handlers shall follow the local IRS written Standard Operating Procedures (SOPs) covering emergency response to an explosive threat incident(s). A copy of the SOPs will be provided to the Contractor.
12. AMK9 Handlers shall conduct sweeps of bomb threat scenes or suspicious packages to determine if the EDD Alerts to the possible presence of explosives or explosive materials.
13. AMK9 Handlers shall ensure regular recurring K-9 and handler explosive detection proficiency training using actual explosives on site to ensure all industry-wide explosive odors are detectable by the EDDT. The Handler may also use Non-Hazardous Explosive for Security Training and Testing (NESTT) type or similar products, but no more than fifty percent (50 %) of the time for proficiency training along with a silica distracter, or other common industry explosive training aid.
14. AMK9 Handler shall maintain comprehensive knowledge of rules regulations, practices and procedures pertaining to bomb threats, explosive detection, and emergency responses, appropriate on-scene actions that are common industry standards.
15. AMK9 Handler shall maintain a comprehensive knowledge of Improvised Explosive Devices (IED), their use, handling procedures, practices, recognition, and actions.
Qualification and Experience:
1. Handler must have 1 year Explosive Detection experience with 2 years law enforcement and or security experience. Handler must have documented formal training as an Explosive Detection handler.
2. Must pass background check, applicant cannot have any unresolved financial issues.
