Responsibilities
Reporting to the Chief Security Officer, the Director, WTC Security is responsible for identifying, assessing, implementing, and integrating security operations, technology, and policy solutions at Port Authority operated facilities at the World Trade Center Complex.
Responsibilities of the position include but are not limited to:Researching, recommending and deploying effective and innovative security management techniques and solutions to secure and safeguard all World Trade Center facilities operated by the Port Authority.
Collaborating closely with internal Port Authority departments to include the Port Authority Police Department, World Trade Center Construction, World Trade Center Redevelopment, and others to ensure successful integration of security programs within the context of the day-to-day business needs of the WTC.
Liaising with Port Authority business partners and stakeholders including law enforcement, building management and operators, and local, state, and federal agencies for the effective implementation of technological, operational, and other specialized security programs.
Ensuring the implementation of a strategic approach to security for the World Trade Center that is aligned with the Office of the Chief Security Officer¿s strategic security plan and World Trade Center design and construction guiding documentation.
Establishing and implementing security policy, practice, and procedure documentation as well as crisis management, business continuity, and other identified security related protocols and plans.
Maintaining the security of the World Trade Center construction site to include, but not be limited to, vehicle screening, pedestrian and vehicle access control, badging and credentialing, and physical security infrastructure and systems.
Deploying and managing contract security guard staff at all Port Authority controlled locations of the WTC.
Providing guidance for security related activities, business negotiations, and agreements with tenants and stakeholders to include special events, VIP events, etc.
Acts as liaison between the World Trade Center and all law enforcement personnel and other first responders.
Developing and maintaining contacts with local, regional and federal law enforcement agencies to stay apprised of emerging threats, tactics, and techniques.
Ensuring the proper testing, commissioning, and quality assurance of the physical security systems at Port Authority controlled spaces.
Developing and managing the annual department workplan and budget.
Qualifications
Candidates must present the following qualifications to be considered eligible for this position:Bachelor’s degree in criminal justice, law, security management, social science, or related field with at least ten (10) years of experience within the security, military, or law enforcement communities with minimum of five (5) years experience at the supervisory level.
Senior level public law enforcement official with significant experience in security and counter-terrorism preferably related to large top tier targets and assets, either on a local level with a large urban police force or on the state (working on major security initiatives or with local law enforcement in large urban police forces) or federal level.

Ideal candidates will present the following profile:Ability to utilize and leverage the security industry¿s national and international best practices for the operation and protection of a historical world landmark enveloped in a multi-use commercial, retail, and transportation facility.
Demonstrated ability to collaborate and coordinate with business partners, stakeholders and law enforcement agencies and local, state, and federal agencies.
Ability to lead, motivate, mentor, develop, and evaluate staff.
Experience developing, managing, and implementing Department-wide budget.
Strong interpersonal skills with demonstrated ability to interact effectively with individuals from diverse professional backgrounds at all levels as well as external constituents.
Strong problem-solving and written and verbal communication skills.
Demonstrated experience in managing large-scale contracts and programs.
Proven track record of prioritizing objectives to meet critical deadlines and to resolve conflict situations constructively.
