Responsibilities
May be called upon to have functional knowledge or expertise in one or more of the following:
1) Advising senior management in developing short and long-range goals and objectives; estimating funding and staffing requirements for current and proposed programs; and allocating, managing, and controlling approved funds and staff
2) Assisting senior management with strategizing hiring priorities and facilitating recruitment and hiring of security professionals to enable the office to carry out its mission
3) Analyzing proposed legislation, regulations, and policies related to the protection of classified national security information, Sensitive but Unclassified (SBU) information, intelligence information, Sensitive Compartmented Information (SCI), intelligence sources and methods, and information-sharing-environment-related topics to assess the impact on Office programs, policies, and plans
4) Planning, conducting, and coordinating special projects and initiatives of a highly complex and critical nature related to office policies, operations, and management
5) Providing extensive support to the Department of State's programs to protect classified National security information at all levels and sensitive but unclassified information within the Department and entrusted to private industry
6) Providing consulting services in accordance with or directly related to the security environment to members of management, the professional staff, and to the customer
7) Formulating general methods of investigation to be followed in research and development programs and develop solutions to specific technical problems, calling upon his/her specific training experience or unusual inventive talents, interpreting the results, and establishing the best approach to the problems involved
8) Planning and initiating studies for original or advanced areas of customer problems and determine the techniques or methods involved that will accomplish the objectives
9) Developing and analyzing analytical data, techniques, and methodology for the solution of highly complex problems
10) Reviewing reports and other products intended for release to the public/customers to ensure that technical merit and style ofpresentation reflect the highest quality
11) Acting in an advisory capacity for the approach utilized in performing security tasks of unusual difficulty or complexity, frequently involving customer relationships; planning principles and procedures for accomplishing customer studies and give expert professional analysis of methods and objectives
12)Analyzing problem studies and problem history and prepare technical and managerial
reports, including feasibility and desirability of extensions or modifications to a specific problem, program or system
13) Providing general knowledge and problem solving integral to the computer operations of a
facility or organization not maintained within the security discipline
Minimum Education:
1) Graduate degree in a related security or scientific field preferred
2) Undergraduate degree with 20 years specialized security experience in security-related field such as counterintelligence, investigations, information security, industrial security, dignitary NIP policy and security standards development, technical security, physical security, security countermeasures programs, access systems operation and management, personnel protection and protecting/security information, or region desk officer
3) Expert knowledge of Federal Human Resources programs and experience with generating position descriptions, recruiting, hiring, and managing a Federal and contractor work force
4) Expert knowledge of National, Intelligence Community (IC) and Department of State policies regarding the protection of classified national security information and SBU information and the protection of intelligence information, including SCI, and intelligence sources and methods
5) Proficient with Microsoft Word; basic Excel and PowerPoint skills
