Manage and direct security for multiple Fluor offices in Northern Virginia. Position responsibilities include implementation, management and direction of security for program and facility. Specific responsibilities for this position include:

Manage and direct security for multiple Fluor offices in Northern Virginia. Position responsibilities include implementation, management and direction of security for program and facility. Specific responsibilities for this position include:
- Security management and oversight of classified contracts in accordance with National Industrial Security Program and Intelligence Community Directives;
- Creates, executes and monitors security policies and procedures to safeguard national security information / equipment and company / customer intellectual property;
- Develops and implements procedures relating to building / office access control, personnel security and incoming and outgoing visitor control and badging;
- Maintains personnel security clearance records for employees and consultants using Joint Personnel Adjudication System (JPAS) and Scattered Castles;
- Principal point of contact to US government Security Representatives for personnel and facility security matters;
- Advises project management of Federal security regulations and procedures;
- Processes employee security access requests with clients;
- Assists personnel in initiating background investigation paperwork (including fingerprinting);
- Conducts Security Education / OPSEC, Training and Awareness Program: indoctrinations, debriefings, annual refresher training, and foreign travel, espionage, cyber security and special assess briefings. Issues courier authorizations;
- Works with Contracts and Operations to ensure compliance with contract / subcontract security requirements. Creates DD 254’s when needed. Issues classification guidance to subcontractors;
- Prepares and implement operations security (OPSEC) plans;
- Maintains security documentation and files in accordance with DSS and client requirements;
- Conducts investigations / inquires, prepares reports and implements corrective actions;
- Manages document control including in-/out-processing of sensitive material and preparation of document transmittals and packaging;
- Reports to Corporate Facility Security Officer.

- Minimum of eight (8) years of FSO experience; Minimum of five (5) years of operating in or managing a SCIF environment; Preferred three plus (3+) years of Management experience
- ****Must have a TOP SECRET/SCI Clearance with polygraph at the time of hire****
- Certification as FSO for possessing facilities through DSS;
- Experience with Intelligence Community clients;
- Successful completion of Defense Manpower Data Center (DMDC) required training for JPAS and Secure Web Fingerprint Transmission (SWFT).;
- Experience using: Scattered Castles, JPAS, e-QIP, Industrial Security Facilities Database (ISFD), SWFT, Electronic Facility Clearance System (e-FCL);
- Thorough knowledge and understanding of the National Industrial Security Program Operating Manual (NISPOM) and all Director of National Intelligence (DNI) security policies and regulations;
- Demonstrated track record of successful DSS or IC reviews with results of satisfactory or higher;
- Knowledgeable of current security vulnerabilities and threats;
- Experience in development and implementation of OSPEC and security education, training and awareness program;
- Ability to collaborate with all levels of corporate and government personnel;
- Excellent written and oral communication, as well as excellent interpersonal skills. Highly experienced in interfacing with Government customers and executive management;
- Experience in conducting security briefings and debriefings;
- Strong organizational skills. Must be a self-motivated, detail-oriented, dedicated, and well-organized security professional able to work and make decisions independently;
- Functional experience supporting security disciplines, including document control, visit certifications, personnel security processing, SCI and security processes and procedures;
- Specific physical security experience building and accrediting closed areas and SCIFs;
- A working knowledge of TEMPEST and TSCM programs is a plus;
- Prior Military and/or Contingency Operations experience preferred.
- Bachelor's Degree preferred
