Job Description :
The Contract Security Manager (CSM) is responsible for security program performance and compliance for all work as required by Annexes 3 and applicable portions of Annex 2 of the Performance Work Statement (PWS). Implement and follow the standards as outlined in the National Industrial Security Program Operating Manual (NISPOM), applicable Navy and corporate policies and other related federal requirements. Perform as the senior security expert at West Sound. Responsible for the overall effective management and allocation of personnel and resources necessary to meet all contract requirements. The CSM shall be on-site during the Government’s regular working hours and shall be available on-site within two hours after the Government’s regular working hours. Shift supervisor will be on-site during all non-core hours.
Major Job Activites:
1. Manages all security tasking required by the PWS.
2. Shall act as the central point of contact with the customer on security issues,
3. Maintains a guard force that is compliant with directives and requirements to protect assigned Naval Base Kitsap assets.
4. Executes security operations in compliance with all Federal, State, and local statutes and regulations along with other DoD policies, instructions, guidance, and Base.
5. Implement a Risk Management process holding the reporting Security Managers accountable.
6. Works closely with the Security Managers of all West Sound commands to ensure a seamless base-wide Security organization.
7. Ensures that regular self inspections are accomplished to ensure a constant state of viligence and readiness.
8. Responsible for locally required security plans, processes and procedures.
9. Ensures strict accountability of weapons and ammunitions and conducts frequent audits to ensure compliance.
10. Investigate all project security incidents and non-compliance, formulates reports on their conclusion and implements corrective action as necessary. Accomplishes all necessary related coordination with appropriate Navy personnel, Corporate Security and/or Cognizant Security Agency (CSA).
11. Ensures that adequate security training is conducted and that all Security personnel skills and qualifications are maintained.
12. Establishes and maintains frequent and effective communication with customer personnel.
13. Ensures preparedness and Satisfactory results for all Corporate and Federal Security audits and inspections.
14. Performs other duties and assignments as required.
Material and Equipment Directly Used:
Computers, Microsoft Office, and other software products as required and standard office equipment/ machinery.
Working Environment:
Work is generally conducted in an office environment and at project work areas. Duties, however, may involve the conduct of work outdoors with potential exposure to extreme climatic conditions. May be required to work other than standard work hours to ensure effective customer support. Must be able to climb vertical ladders over 100’ in length and access/inspect confined subterranean tunnels of significant length.
Phyisical Activites:
Work may require lifting up to 50 lbs., stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical dangers and chemical or hazardous agents. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published work rules.
Minimum Qualifications:
Education/Certifications: Two years related experience may be substituted for one year of education, if degree is required.
Bachelors Degree in a relevant field or equivalent experience.
Experience:
Minimum 10 years experience in military police, security or law enforcement; minimum three years of supervisory experience. Senior Security Management desired. Additional preferred experience: Complete FSO certification, five years of NISPOM experience or related Department of Defense experience, and five years of Industrial Security Management or related Security Management. Previous Naval Security and Shore Patrol experience preferred. Previous NAVFAC experience is highly desirable.
Skills:
FSO certification and/or NISPOM experience a definite plus. All employees must have proof of U.S. Citizenship and a valid state driver’s license and must be eligible for access throughout the project geographic scope.
Supervisory Responsibilites:
Supervises a direct staff of shift supervisors and security personnel.
Supervision:
General guidance and direction.
Reports directly to the Project Manager.
