Position Description
Manages and implements RAND’s policies and procedures in the areas of responsibility including Personnel, Security, Safety, Physical Security and Information Security protecting classified, proscribed and sensitive unclassified information. Ensures the safeguarding of personnel, facilities and information through the implementation of security procedures in compliance with the National Industrial Security Operating Manual (NISPOM), Intelligence Community Directives (ICD), JAFAN, applicable executive orders, laws and government regulations. Subject matter expert on security items and assists the Director, Corporate Security & Safety, in the implementation and maintenance of the business continuity and crises management, safety and emergency response programs for this facility.
Oversees the implementation of security policies and procedures for safeguarding of classified, proscribed and sensitive unclassified information. This pertains to personnel security, physical security (to include alarms, the access control system and CCTV), document control, operational security (OPSEC), visitor control and security education and awareness in accordance with the NISPOM, ICDs and Department of Defense (DoD), RAND Standard Practice Procedures and other applicable government sponsor regulations.
Supports the Director with business continuity program (BCP) and crisis management/incident command program for the site to include planning and conducting exercises with local first responders. Identifies and analyzes the effects of natural and technical (man-made) hazards for the site. Develops and maintain liaisons with municipalities, county and state entities to facilitate plan development and response efforts.
Serves as the Facility Security Officer, Contractor Special Security Officer, and oversees the functions of the Information System Security Manager, 24-hour Security Operations Center and Primary COMSEC Custodian.
Facilitates protection from theft, threats and other situations which may endanger the well-being of the organization.
Acts as an advisor to management on security issues to ensure compliance of applicable government regulations.
Provides security advice, assistance and training to staff as well as subcontractors on security matters.
Coordinates with the Defense Security Service (DSS) and DoD sponsors, Defense Intelligence Agency and other elements of the U.S. intelligence community on inspections, reviews, investigations, and other reportable items.
Oversees the Information Systems Security Manager for the classified network, TS/SCI and SAP/SAR activities for the facility. This includes but is not limited to:
Approvals, re-approvals, desertification and audits.
Incidents including classified spills, cyber intrusions, suspicious contacts and physical security violations.
Administration of classified activities and classified computing account administrator duties.
Ensures response to after-hours alarms or emergencies.
Conducts security investigations as required.
Serve as the site’s primary liaison to federal and local law enforcement agencies.
Responsible for maintaining secure facility accreditations and joint and co-use agreements with applicable government agencies.
Assesses contracts, task orders and Requests for Proposals for security implications and advises on the appropriateness, feasibility, impact or applicability of the requirements.
Ensures required data is entered in the current system of record accurately and timely for the Security department functions and activities for monthly reports to RAND management.
Ensures accurate accountability of COMSEC items both classified and unclassified through the Distributed Infosec Accounting System (DIAS).
Responsible for oversight and management of the proprietary and contract Security Officer Guard Force.
Oversee the management of a contracted guard force service, including assisting with negotiation of contracts and ensuring the performance and levels of contracted service obligations.
Maintains a safe and secure working environment for the company.
In conjunction with the Director, determines staff level for security staff and proprietary officers, interviews and hires new employees, ensures appropriate training, conducts performance reviews, counsel’s employees and takes appropriate disciplinary action.
Supervises the daily activities of assigned staff to ensure efficiencies in compliance with corporate, government, contractual and legal requirements.
Develops and administers objectives, operating policies and procedures, budget and strategic action plans for achieving goals.
Assists in developing an annual business plan to include budgets and forecasts.
Provides leadership and motivation by establishing clear expectations, communicating specific performance feedback, and giving timely and thorough performance reviews.

Qualifications
Excellent verbal and written communication skills required.
Strong Personal Computer skills.
Must be able to adapt to multiple security environments and requirements from all of RAND’s national security sponsors.
Must maintain the highest security classification level necessary for the job.

Experience
Minimum ten or more years of related experience to include a minimum of six years of supervisory experience.
