Job Description

Bowhead is looking for a Physical Security Subject Matter Expert (SME). This position may allow for telecommuting.

Support will include:
  • Collecting information from Department of Defense (DoD), Headquarter’s Department of Army (HQDA), US Army Corps of Engineers (USACE), other applicable Geographical Combatant Commands (GCC) and Army Service Component Commands’ (ASCC) Physical Security-related points of contact (POCs) to assist in the development of proposed new or existing Physical Security policy, doctrine, requirements, standards or guidance that aligns with the proposed new or existing directives and reviewing, editing, and coordinating proposed changes.
  • Researching questions from USACE’s major subordinate commands (Ex. Divisions/Districts), Centers and FOAs staff regarding Physical Security requirements, directives, standards, policies and guidance and assist with refining proposed new or existing guidance in applicable plans and policies.
  • Conducting physical security surveys, inspections, self and higher headquarters assessments, analysis, and program reviews to enhance program implementation throughout the USACE Command.
  • Reviewing, updating, and revalidating Physical Security related plans including appropriate reports, annexes, appendicies, supplements, and checklists.
  • Coordinating staffing of plans/strategies and tracking changes until completion.
  • Reviewing and/or Developing MSC (ex. Division) level Physical Security related plans and providing technical assistance and guidance as required by the MSC.
  • Assisting MSC Physical Security Officer (PSO) in developing and/or revising proposed new and/or existing Physical Security related plans in order to ensure that plans are aligned/synchronized with changing DoD, DA, GCC, ASCC, and USACE Physical Security related policies, procedures, and guidance as required.
  • Conducting Physical Security program assessments and evaluations of complex problems for conventional (ex. buildings) stand alone facilities and USACE Civil Works (CWs) Projects (ex. dams, navigation locks, bridges, hurricane barriers, etc.).
  • Making risk informed recommendations to USACE Commanders or Directors, clearly identifying mitigation (policy driven or best practice type) measures, projected risk reduction and USACE Construction cost estimate requirement compliant cost estimate(s).
  • Conducting statistical analysis of Physical Security program data and report measured progress and status of established USACE metrics.
  • Coordinating, attending and participating in the execution of all types of Physical Security Working Groups (PSWG), in Conferences and Seminars. Develop and submit the necessary draft and final PSWG documents (e.g. meeting announcements, PSWG slides, meeting agendas, meeting minutes), and coordinate execution (e.g. reserve meeting rooms, set up Video Teleconferencing (VTC) capabilities, send documents to attendees, take meeting minutes) of the quarterly PSWG meetings. Coordination, at a minimum, to include: making meeting room reservations at HQUSACE, making VTC reservations at HQUSACE, making conference call reservations, and placing quarterly PSWG documents on the USACE SharePoint portal. Drafting and finializing meeting announcement(s), capturing meeting minutes, document list of meeting attendees and tracking meeting “do-outs”.
  • Posting all meetings on the long-range calendars (Directorate of Contingency Operations (DCO) and Chief, Operational Protection Division (OPD) long-range calendars).
  • Maintaining and managing a repository on the OPD SharePoint, AT Enterprise Portal site, and SMS(CM) of Physical Security related documents, and Physical Security Plans, DoD, GCC, ASCC and Army regulations, message traffic, tasks, and exercises and training for HQUSACE, MSCs, Centers, and FOAs.
  • Participating in meetings all throughout the Command encompassing providing presentations, assisting in plan and policy development, and improving MSCs, Centers and FOAs users’ knowledge of Physical Security programs.
  • Explaining USACE’s Physical Security Program guidance.
  • Performing studies, analyses and evaluations of Physical Security issues.
  • Assisting with the implementation of the Interagency Security Committee (ISC) standards and procedures. Provide technical assistance, advice and direction to MSCs, Centers and FOAs on ISC issues.
  • Researching questions from USACE MSCs, Center and FOAs regarding ISC policies and assist with developing new or refining existing guidance in applicable policies, plans, and procedures.
  • Maintaining liaison with USACE MSCs, Centers and FOAs.
  • Providing administrative and technical support and provide guidance to Facility Security Committees and Designated Officials, as appropriate.
  • Taking MSCs, Centers or FOA Commanders/Directors Mission Essential or Vulnerable Areas (MEVA) list and Restricted Areas and conduct appropriate DA risk analysis.
  • Responsible for coordinating, executing and completing, using the DA’s Security Management System CounterMeasures (SMS(CM)), SMS(CM) electronic files and conducting Physical Security Inspections (PSIs) at Continental United States locations. Using Security Management System (Countermeasures) (SMS(CM)) to capture Physical Security inspections and survey data, analyze risk and identify associated mitigation project costs. Cost estimates developed will be in accordance with (IAW) USACE construction cost estimating requirements. Using SMS(CM) to include: setting up and populating the site/asset SMS(CM) data file, coordinating/lead execute the PSI site visit, inspect and assess the site/asset per the SMS(CM) generated checklist, input PSI site inspection results in SMS(CM), rough order magnitude (ROM) USACE construction cost estimate for proposed mitigation measures, conduct/complete a SMS(CM) risk assessment, prepare draft SMS(CM) report for Government review and comment, with Government comments incorporated to the satisfaction of the Government, and prepare final PSI report for the Commander’s signature. Uploading division SMS(CM) data to the Secure Internet Protocol Router (SIPR) SMS(CM) site as required or determined by HQUSACE.
  • Conducting Protection Program Review (PPR) Support. Assist the Division security manager in conducting PPRs using the Government-provided checklist. The checklist items assessed by the contractor shall be limited only to the PS program. Support consists of review of PS plans and other applicable documents. Coordination of logistics for the PPR,conduct a mission brief presentation, submit a draft in-brief presentation and final in-brief presentation and out-brief presentation. Develop a draft and final PPR report.
  • Preparing the following USACE Contract required deliverables:
    • Individual monthly activity and program status reports to the HQUSACE Physical Security Program Manager.
    • Executive Summary of all meetings.
    • Monthly travel plan.
    • Quarterly metrics roll-up report.
    • Other deliverables and data as required.
    • Assisting Divisions, Centers or FOAs inspect, assess and report out on Arms, Ammunition and Explosive (AA&E) facilities, as appropriate. Conduct SAVs to aid remediation of AA&E deficiencies.
  • Assisting MSCs, Centers, FOAs or Districts with researching and preparing guidance and assistance to ensure compliance with the intent of the DA Civilian Police and Security Guard (DACP/SG) program. Conduct inspections to ensure compliance with AR 190-56.

Travel Requirements: This position will require travel of up to 40%.

Physical Requirements:  Must possess physical dexterity, judgement and stamina to ensure accomplishment of assigned missions and tasks.
Required Skills
  • Detailed knowledge of all Physical Security requirements cited above and associated/evolving issues.

Desired Skills:
  • It is preferred that the applicant possess an ASIS Certified Protection Professional (CPP) or ASIS Physical Security Professional (PSP) certification or have relevant military experience in the security field.
SECURITY CLEARANCE REQUIRED: Must possess at a minimum a SECRET clearance and be eligible for Top Secret clearance.
Required Experience
Bachelor’s Degree (preferred) with five (5) years of relevant experience or an equivalent combination of education and experience.  Candidates must follow all company Non-DOT Drug and Alcohol Testing Program Requirements.
