CTAP is recruiting for a Guard Force Chief for the OCONUS position at Kwajalein Atoll. This is a contingent hire position dependent upon contract award and funding.
Summary:
The Guard Force Chief (Chief)
acts as the local Project Manager and is responsible for the success of
the day-to-day guard force operations at two remote and austere
locations comprised of approximately 75 officers, the leadership and
management of a US and Marshallese work force, boat and canine
operations and all aspects of an armed and cleared workforce. The Chief
is the primary liaison with the U.S. Army Commander, Anti-Terrorism
Officer and the Contracting Officer Representative. The Chief should
possess extensive military and civilian security management experience
and has the authority to bind the company within the scope of the
contract.
Essential Duties and Responsibilities:

- Leads the Kwajalein sites in the Marshall Island chain. Ensures the sites are manned with professional security forces that are fit, ready and able to perform the Missile Defense Agency Mission
- Extensive expertise with armed and cleared guard operations, boat operations and canine operations and kennels
- Implements security, contingency and training plans
- Supervises direct reports which may include a Captain of the Guard
- Responsible for implementing all aspects of the contract in order to be compliant and successful
- Single, responsible, on-site POC representing Chenega. Empowered to make decisions
- Serve as the day-to-day liaison with Army and Contractor personnel on the site. Coordinates required activities and services with the Chenega leadership and business services support staff
- Coordinates all activities associated with the arrival or departure of security officers
- Responsible for all site plans to include the Site Security Plan, Contingency Plans, Training Plans, Standard Operating Procedures and Post Orders. Re-write plans as needed to meet governing directives and coordinates them through the Anti-Terrorism Officer, COR and Chenega Management per the contract
- Ensures a trained force by implementing the approved training plan
- Conducts exercises to assess officer skill levels and the effectiveness of plans
- Provides instructions to security personnel assigned to the site and ensures that officers are familiar with the facility and their duties
- Accountable for the proper use and maintenance of all equipment used at the site by assigned officers
- Maintains all field file records of employees assigned to the site. These records may include, but are not limited to, time and attendance, disciplinary actions, promotions, demotions, commendations, status/payroll change reports and the Field Training File
- Oversees the staffing of posts at the site in order to ensure complete coverage. This includes, but is not limited to, coverage for vacations, illness, and call-offs
- Accomplishes required reports; review daily logs for accuracy and compliance
- Must be able to work flexible hours to include weekends and holidays if needed.

Supervisory Responsibilities:
- Has complete authority over assigned personnel to ensure the accomplishment of quality work. Approximately 75 personnel will be assigned to this contract.
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
- Bachelor degree in a related field, such as law enforcement, police science, police administration, or criminology.
- Fifteen years’ experience in law enforcement or a security related area, ten of which is at the supervisory level.
- Eight years of progressively responsible general experience gained in analytical decision making and administrative work and activities.
- Equivalent education/experience will be considered
- Ability to be armed and maintain a SECRET security clearance
- Extensive experience in security training techniques
- Successful experience in leading large team orientated operations in austere environments
Knowledge, Skills and Abilities:
- Knowledgeable in the application of intrusion detection devices and electronic security systems.
- Superior knowledge, analytical, persuasion, and problem solving skills relative to health, safety, environmental, and business matters.
- Knowledge of Maritime Operations and US Coast Guard Regulations.
- Strong personnel management skills; excellent written, verbal, and interpersonal skills.
- Ability to manage multiple, high priority tasks simultaneously.
- Capable of assimilating and critically evaluating information.
