The contractor shall provide one (1) Senior Level AT/FP Specialist to assist the program officer in management of a basic, applied, and advanced development research program in modeling and analysis of asymmetric threats, ship and shore based all- weather asymmetric threat sensing, sub-surface asymmetric threat detection in regions of high ambient noise and reverberation, technology to reduces the manpower required for force protection, determination of hostile intent, human factors, employment of lethal and non-lethal force against asymmetric threats, maritime command and control, maritime domain awareness and coalition information sharing. The specialist will also assist in the evaluation and identification of technical solutions, analysis of requirements, developing concept of operations development, developing doctrine, maturing material solutions, experimentation, operations and operational evaluation proposed solutions.
Familiar and proficient in the use of commercial software packages such as Microsoft Word, Project, Excel and PowerPoint.
Strong communications skills across the science and technology community.
The specialist shall possess a minimum of a SECRET clearance with a prior SSBI.

Responsibilities:
Relevant experience includes, but is not limited to, experience in
supporting large projects related to the individual’s subject matter
expertise. These senior personnel are experts in either functional
domain (e.g., finance, personnel, acquisition, etc.) with many years of
experience. They will have some experience as leaders and Project
Managers. Subject Matter Experts prepare and deliver presentations to
colleagues, subordinates, and government representatives. Assures the
proper use of current or requested programming, testing and
documentation techniques. They produce and/or review substantive and/or
complex documentation reflecting detailed knowledge of areas as
identified in the statement of work.
Qualifications:
Prefer Ph.D. in Business, Engineering, Management Sciences, Computer
Science, Information Systems, Social Science, Education, Human Resources
Development, and Psychology or other related analytical, scientific, or
technical disciplines or other related discipline and 7-9 years of
progressive experience (or equivalent combination of education and
experience), or a Master’s degree or equivalent and nine to eleven
years’ experience, or a Bachelors degree or equivalent and twelve to
