Job Duties and Responsibilities

The contractor shall provide the following security education, training material, and support to all the JSFPO sites and International Security Managers (United Kingdom, Italy, Netherlands, Norway, Denmark, Turkey, Canada, Australia, Israel, Singapore, Japan and any future countries as they are added to the program). The contractor shall assist the JSF Security Directorate in ensuring all U.S. JSF personnel receive thorough and timely security education and training, as mandated by DoD 5200.1-R and JAFAN 6/0. The contractor shall formalize all DoD/government mandated security training as well as JSF specific security training as listed below, and ensure it is consistent among all JSF sites. This subtask requires extensive CONUS and OCONUS travel (an average of one (1) week a month of travel). The following table outlines the anticipated type of training, average number of people to be trained and frequency of training that will be required: The contractor shall provide security education and training support services to include, but not limited to, the following:

•The contractor shall develop a security, education, and training plan outlining education goals and events on an annual basis for the following year to include the budget required to institute plan. The contractor shall obtain approval of the developed training plan from the government Security Director.
•Update, maintain, conduct, and develop (as needed) formal training modules. Formal training can be computer-based or PowerPoint briefing format. Existing informal PowerPoint briefings currently exist for the required training. The contractor shall support the following formalized training:
•JSF program initial security briefings for all new JSF personnel (This training can be performed face-to-face or can be computer based.
•Face-to-face SAP initial indoctrinations for all JSF program personnel that are approved for SAP access.
•Annual face-to-face SAP refresher training for all SAP-briefed program personnel. Report on personnel who are SAP briefed and when their last SAP briefing occurred.
•Face-to-face debriefings provided to all JSF SAP-briefed personnel leaving the program.
•Annual collateral refresher training required by the Department of Defense for all Government/military personnel with a minimum SECRET clearance. Collateral briefings may be performed face-to-face or through computer-based training. The contractor shall submit an annual report to the JSF Director of Security of results of collateral training listing who required the briefing and their briefing date.
•Computer-based anti-terrorism training provided to all JSF personnel prior to any international travel.
•Face-to-face courier briefings provided to any JSF personnel performing courier duties. This training may vary depending on destination.
•Conduct annual NATO refresher training and maintain records of training for JSF NATO-briefed personnel. The contractor shall submit an annual report to JSF Director of Security of results of NATO training listing who required the briefing and their briefing date.
•Work closely with Air Force Office of Special Investigations (AFOSI), Naval Criminal Investigative Service (NCIS), and Counterintelligence Product Manager/Intelligence Security Analyst to develop and provide periodic JSF threat briefings to program personnel.
•Develop, maintain, and conduct comprehensive training modules for all international security managers using the informal briefings that currently exist. There are currently approximately twenty (20) international security managers and deputy security managers. Additional managers will be added as additional countries join the program. The contractor shall:
•Develop and conduct initial training for new international security managers joining the program. The training modules shall include detailed information on how to handle, maintain, and store U.S. SAP information overseas. This training is performed face-to-face. The initial training will be held for one (1) week and refresher training will be held for two (2) or three (3) days based on the information needing to be addressed.
•Develop and conduct annual refresher training for current international security managers. This training shall be performed face-to-face. Travel may be required to the country locations or geographic area to provide the training. The contractor shall submit an annual report to JSF Director of Security of the results of annual refresher training listing who required the briefing and their briefing date.
•Ensure all training has been reviewed and released by Foreign Disclosure and approved by the PSO.
•Assist international security managers in developing security education and training programs for their SAP-briefed personnel.
•Coordinate all international security managers’ formal training requirements with external schools such as the DSS Academy and other contractor operated security courses. The contractor shall work closely with DSS on JSF specific training requirements.
•Assist the JSF Foreign Disclosure group in developing, updating, and distributing foreign disclosure training to JSF field sites for both initial and refresher training (see Section C.4.4.4).
•Coordinate biennial security conferences for JSFPO sites and International Security Managers.
•Coordinate Security Program Management reviews at the discretion of the Security Director/Deputy Security Director.


Position Requirements:
Possess a BA/BS degree and a minimum of seven (7) years specialized security experience with emphasis in SAPF construction and SAP operations.
•If no BA/BS, possess a minimum of fifteen (15) years specialized security experience with emphasis in SAPF construction and SAP operations
•Possess minimum of one (1) years relevant instruction/training experience
•Passports are required for Ship & Site Activation Security and Security Education & Training positions


Security Requirements: US citizenship and an active Secret clearance and must be eligible to obtain a Top Secret clearance. Must have SCI and SAP eligibility.
