Subject Matter Expert (Anti-Terrorism Exercise Response)
Culmen International is seeking an exceptional candidate to fill an
immediate need requiring ten (10) years in subject matter expertise
(SME) with respect to developing, testing and executing military and law
enforcement jointly integrated response plans to WMD incidents
domestically.
Top Secret, SCI eligible (TS/SCI Preferred)
Job Description:

Provide SME support on terrorism related response at military
installations and other government facilities as well as government
transportation entities.
- Support will focus directly on developing and exercising integrated
response plans at a local, regional, and national level between multiple
governmental agencies, including but not limited to regional and local
law enforcement.

Provide support to Federal law enforcement entities and local field
offices with their national policy related mission responsibilities to
include building or modifying integrated response plans for military and
civilian sites that addresses site specific variables and reviewing the
current response plans for accuracy and compliance.

Provide site assessments for the integrated response plan exercises
and scenario development consistent with known site vulnerabilities.

Advise Federal law enforcement on the DOE/DoD Security Force and reaction force response actions.

Provide SME Guidance and support relative to integrated response to
terrorism incidents at integrated planning seminars and national level
exercises.

Prepare presentations for training, exercises, and meetings.
Qualifications:
-
Demonstrated experience on force on force “red teaming” terrorism
incident exercises involving interagency personnel and local law
enforcement.

Demonstrated experience relative to understanding timelines to defeat physical security protection systems.

Demonstrated experience of in understanding vulnerabilities relative to DOE and DoD facilities.

Demonstrated experience in exercise adversary role playing during executive management level exercises.

Demonstrated experience using Microsoft Office Suite, specifically Word, Excel and Power Point.

Familiarity with the U.S. Nuclear Command and Control System (NCCS), and Incident Command System (ICS) a plus.

Individuals with DoD special forces or military/civilian law enforcement background are highly desired.

- Bachelors Degree or higher degree preferred
