The US Justice Department’s International Criminal Investigative
Training Assistance Program (ICITAP) is an international law enforcement
development agency with offices and projects around the world. ICITAP’s
mission is to work with foreign governments to develop effective,
professional, and transparent law enforcement capacity that protects
human rights, combats corruption, and reduces the threat of
transnational crime and terrorism, in support of U.S. foreign policy and
national security objectives.
The ICITAP Program in Mexico offers development assistance to the government of Mexico at the federal and state levels as part of the Merida Initiative and corresponding agreements between Mexico and the U.S. to fight organized crime and associated violence while furthering respect for human rights and the rule of law. The Merida Initiative has served as the framework to strengthen the Government of Mexico’s capacity to combat organized criminal activity that threatens the security of the United States, Mexico and the region. Merida was designed to address trans-border and security issues and to foster effective bilateral cooperation and capacity development in the rule of law. Mexico focuses on the four pillars, which are referred to as the Merida Initiative Architecture: 1.) Disrupt organized criminal groups, 2.) Institutionalize reforms to sustain the rule of law, 3.) Create a 21st century border structure, and 4.) Build strong and resilient communities. ICITAP will provide assistance to the Secretariat for Public Security (SSP). Reviewing and assisting in the revision and execution of the SSP’s organizational manuals and standard operating procedures (SOPs). Enhancing the SSPs personnel development system and also developing the SSPs leadership skills of middle and senior level management.
ICITAP provides assistance to the Procuraduría General de la República (PGR) (the federal investigative/prosecutorial entity) to support the accreditation of its forensic laboratory and offer training and organizational development to its investigative component. As part of this assistance, ICITAP Mexico’s Organizational Development Program (ODP) requires instructors/Subject Matter Experts (SME) to provide SME expertise, training, and support for its Project 300, a four-week ODP training course scheduled to begin on April 2015, and whose goal is to provide training to 300+ PFM Officers during 5-6 months of sessions.
The Advisor/Instructor(s) will provide the intelligence-based policing policies and procedures component of the training, to include its implementation in federal and state investigations.
One (1) SME/Instructor will be needed to cover the technological modules of the training, which will include use of drones for surveillance and crime scene analysis. This will encompass GPS tracking, knowledge of supporting software and technology
