Global Emergency Security Advisor

Job Summary
This position contributes to the mission of the organization by:
Working within the Emergency Response and Global Security (ERGS) department, the Emergency and Security Advisor will evaluate, update and implement Medical Teams International’s Security Policies and guidelines for global operations. The Emergency and Security Advisor will deploy to emergency responses and will have multiple duties and responsibilities on an assessment and/or first-in team. The Emergency and Security Advisor will work closely with both Country and Regional Directors to conduct security assessments; make recommendations and provide support for their implementation by country programs. The Emergency and Security Advisor will facilitate the implementation of MTIs Security Policy and Standards within country programs and help create an environment of quality in security management and contribute to building organizational capacity and compliance with security Minimum Standards. While on deployments the Emergency and Security Advisor will play a key role in the capacity building of Security Focal Points.
RESPONSIBILITIES
  • Analyze, updated or develop organizational global security policies and standards.
  • Analyze, update or develop country/program security guidelines and make recommendations for improvements for security management plans, evacuation contingency plans and standard operating procedures.
  • Provide security management advice, guidance and support to the Country and Regional Offices.
  • Undertake Security Risk Assessments for MTI operations.
  • Ensure implementation and compliance of MTI’s security policy and standards for MTI operations.
  • Develop and deliver security capacity building training for staff at headquarters and country offices.
  • Available as a member of the team with a mandate to deploy immediately in the event of an emergency response being initiated.
  • Provide support for MTI’s emergency responses and where necessary backstop in-country teams.
  • Provide technical assistance and guidance to Country and Regional Offices in implementing action plans based on assessments and recommendations.
  • Engage country program management staff to facilitate the adoption and compliance with the MTI security policy and standards.
  • Promote the concept that security plans and guidelines should be jointly developed by the whole team to create ownership and encourage compliance.
  • Promote the concept that security is an integral element of program design and operations and should be amongst the first planning considerations.
  • Work with each country office to appoint security focal points and advise on the minimum training standards dependent upon the country level of insecurity. The Security Advisor will play a key role in building the capacity of each security focal point consistent with the assessed need for each program.
  • Promote the need for each country program to have security as a standing agenda item on the SMT and to form a core Crisis Management Team.
The post-holder will comply with all relevant MTI policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies.
Additional Responsibilities
  • Part of the initial emergency response team contributing to emergency program and operational management.
QUALIFICATIONS
Required:
  •  Undergraduate degree in international relations or similar
  • Certificates in training and assessments
  • Valid passport
  • A commitment to Medical Teams International mission statement.
  • International driver’s license
  • Current first aid certificate
  • Proven experience in current safety and security practices and issues affecting the humanitarian community globally.
  • Previous experience working in the area of NGO Security Advisor or similar.
  • Proven ability to undertake Security Risk assessments.
  • Proven skills in concise and succinct report writing. Ability to prioritize security related tasks and complete reports to deadlines.
  • Ability to formulate and communicate analysis of a changing security environment.
  • Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, armed actors (where appropriate), donors, International Organizations and local NGOs.
  • Experience of working in hostile environments. Self-motivated with the ability to work autonomously in a highly stressful and challenging environment.
  • Strong leadership skills.
  • Proven experience in training design and delivery to a multi-national audience.
  • Fluent in English (written and spoken).
  • Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
  • Commitment to the aims and principles of MTI. In particular, a good understanding of the MTI mandate and an ability to ensure this continues to underpin all aspects of the job.
  • A knowledge of humanitarian contexts and application of humanitarian principles
  • A knowledge of project cycle management
  • Ability to maintain and develop collaborative relationships
  • Ability to set clear objectives with teams and individuals, and monitors progress and performance
  • An understanding of conflict resolution and experience in negotiation to support positive outcomes
  • Able to make decisions in stressful and chaotic situations.

  • Thorough knowledge of the humanitarian system and the transformative agenda.
  • Must be able to exercise considerable initiative.
  • Detail oriented with an ability to maintain accurate records.

  • Ability to handle multiple projects simultaneously; flexible.
  • Ability to operate well in a fast-paced work environment.

  • Strong interpersonal skills.
  • Ability to communicate effectively both verbally and in writing.
Preferred:
  • Post graduate degree in international relations or similar
  • Humanitarian training
  • Security management training
  • Relevant military or police experience in security and intelligence analysis and development of security management policies and procedures.
  • Operational experience in conflict/disaster affected environments with NGO, military or police background.
  • Understanding of international public health programs.
  • Additional language(s) – ideally French, Spanish and/or Arabic.
