Solicitation Qualification Requirements
- **Minimum of 3 years’ experience in DOD PR operations in the SOUTHCOM AOR or in a Chief of Mission (CoM) environment.
- **Minimum of 3 years’ experience working in SOUTHCOM HQ or COCOM HQ support DOD PR operations in a CoM led environment (Sr. Site Representative only).
- **Experience developing PR SOPs in support of Security Cooperation Offices (SCO) in the SOUTHCOM AOR in in operational conditions in a CoM led environment.
- **Experience preparing and delivering High Risk of Isolation (HRI) Briefings IAW SOUTHCOM HRI Briefing program or HRI program supporting DOD PR operations in a CoM led environment.
- Service as Personnel Recovery Coordination Center (PRCC), Joint Personnel Recovery Center (JPRC), and/or Component Personnel Recovery Coordination Center (CPRCC) member.
- Completion of PR 102, 240, 301, and 303 Joint Personnel Recovery Agency courses.
- Graduate of formal SERE training including Peacetime Government Detention and Hostage Detention Resistance Training Labs IAW JPRA training standards.
- Written and spoken fluency in Partner Nation’s primary official language (Spanish)
- Current Top Secret clearance.
- 9mm pistol trained and qualified IAW FM 3-23.35.
- Non-Conventional Assisted Recovery (NAR) Tactics, Techniques, Procedures IAW Joint Pub. 3-50.
- Experience in development of Personnel Recovery procedures and programs for Partner Nation Countries.
- Experience creating Country Personnel Recovery plans.
- Experience establishing unit protocols of alert and notifications.
- Experience designing and implementing Personnel Recovery reintegration plans, especially concerning interagency partners and Host Nations.
- Experience creating and maintaining continuity books for CoM-level partners.
- Experience assisting in the establishment of PR cells, including but not limited to: assisting in the development of procedures to integrate PR activities with interagency partners; assisting in integrating U.S. PR activities with those of Partner Nations; assisting in the development of programs to assist partner nations in developing their PR capabilities; assisting in the development of PR response SOPs, checklists, DOD supplements to post PR plans, and country PR plans; assisting in developing isolated persons report (ISOPREP) programs and assisting interagency partners with maintenance of their similar initiatives; assisting in establishing unit protocols of alert and notification for PR events and coordinating these with interagency partners; and assisting in developing an evasion plan of action (EPA) management program.
- Experience providing high-risk-of-isolation (HRI) briefings to support the deployment of U.S. government personnel conducting HRI operations.
- Experience conducting informal/supplemental SERE and PR training for DOD, IA, and PN personnel.
- Experience in PR incident prevention, including supporting components’ exercises and operations as directed by the COR and/or assisting country team members and PNs with development and execution of their respective PR training events.
- Experience in PR incident response, including but not limited to: executing JPRC-equivalent functions to coordinate and synchronize PR efforts throughout the SOUTHCOM AOR; developing and maintaining accurate event logs and PR reports IAW standardized formats and templates provided in SOUTHCOM Regulation 05-11 to ensure an immediate, coordinated and effective response to isolating incidents; and coordinating with USSOUTHCOM, applicable component commands, and interagency partners for intelligence, operational, logistical, legal, medical, and personnel support during personnel recovery incidents.
