This position is located in the Driver and Maritime Training Branch (DMT), Charleston Training Division (CHT), Office of Charleston Operations, Regional and International Training Directorate, FLETC, Charleston, S.C. The selectee will serve as a maritime instructor involved in planning and conducting classroom, laboratory, and/or field instruction sessions as part of the DMT training program.

Additional selections may be made from this announcement within the same geographical area.

DUTIES:
Being a Maritime Instructor makes you a valuable member of the FLETC team and mission. The selected individual will serve as an instructor in the course areas of maritime law enforcement and seaport security. Typical assignments include:
Serving as an instructor in the assigned DMT program/course areas of law enforcement conducting training in areas such as: Seaport Security Antiterrorism Training Program, Commercial Vessel Boarding Training Program, NCIS Maritime Liason Agent Training Program, and NCIS Basic Physical Security Training Program.
Monitoring the progress of students, documenting results, and/or recommending remedial and corrective action to include additional training and changes in training and/or operational procedures and instructions.
Developing and revising program/course materials and lesson plans in the maritime instructional field.
Assisting in conducting research on emerging technology, practices and techniques to enhance instructional knowledge and skill.
Participating in committees made up of representatives of the FLETC and other agency representatives concerned with training policies and academic requirements.
Rotating to other programs and/or training sections to expand personal experience or to provide depth to the instructor cadre in order to assist in the overall mission of the CHT/DMT.

QUALIFICATIONS REQUIRED:
The qualification requirements listed below must be met by the closing date of this announcement.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:

A. Possess experience as a law enforcement officer/agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of Federal, state, local, tribal, or military criminal laws.

-OR-

B. Held a position in the 1801 occupational series.

AND

In addition to the selective placement factor above, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing maritime training instructional duties evaluating other officers/agents as a collateral responsibility.

At least one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service instructing basic and advanced law enforcement training curriculum in the maritime topical areas to include: vessel intercepts; vessel pursuits; pre-boarding procedures; boarding procedures; vessel search techniques; commercial vessel familiarization; and commercial vessel tactical entry techniques.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: Secondary Administrative “6c” retirement coverage is being offered for this position.

Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must:
Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND
Be continuously employed in a secondary position since moving from a primary position; except a break in employment that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.

Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must:
Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND
Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND
Be continuously employed in a secondary position since moving from a primary position; except a break in employment that begins with an involuntary separation (not for cause).
HOW YOU WILL BE EVALUATED:

Experience as a law enforcement officer/agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of Federal, state, local, tribal, or military criminal laws.
Experienced knowledge of tactics, threats, scenario development, rescue techniques, team operations, field training, use of force, and the procedures, techniques, legal concerns, and general problems associated with law enforcement patrol operations.
Demonstrated experience as a small vessel operator by certification as a U.S. Coast Guard licensed captain or currency as a certified vessel operator with a Federal, state, or local maritime agency.
Ability to develop and revise course content, conduct course related research, and maintain awareness of current practices in maritime law enforcement and seaport security.
Effectively communicating both orally and in writing.
