JOB DESCRIPTION
Serves as HQ US Central Command (USCENTCOM) primary representative for bilateral and multilateral events which build partnerships and capacity of USCENTCOM partner nations. Coordinates and manages USCENTCOM J5 Partner Nation Capabilities Branch (PNCB) program operations, actions, and activities ensuring accomplishment of Countering Weapons of Mass Destruction (CWMD) goals and objectives. Oversees the development of CWMD events into a comprehensive program and creates collaborative relationships and institutional partnerships that support HQ USCENTCOM goals and objectives. Develops strategies that ensure maximum exposure of the engagements and further CWMD efforts in the region. Provides support to USCENTCOM bilateral and multilateral exercises and events FEROCIOUS FALCON, EAGLE RESOLVE, RED DRAGON, RCWMD WORKSHOP, and LEADING EDGE as they relate to CWMD events conducted throughout the AOR. Primary J5-C PNCB bilateral and multilateral events subject matter expert (SME) interfacing with other Combatant Commands, the Joint Staff, the Office of the Secretary of Defense (OSD), Defense Threat Reduction Agency (DTRA), Department of State (DoS), State Partnership Program (SPP), the Interagency (e.g. Department of Energy (DoE), and the Department of Homeland Security (DHS), etc.), and International Partners on the development, coordination, and implementation of CWMD events. Works with agencies to resolve concerns and issues; assists in the review and compilation of workshop evaluations; writes trip reports, and responds to queries. Position has continuing access to sensitive and Top Secret/SCI information and DoD computer networks identified as unclassified up to and including secret.
KEY DUTIES INCLUDE:
• Collaborates on the development of best practices and tools to assist partner nations with developing a strategy to mitigate the Weapons of Mass Destruction (WMD) threats; and assist in the establishment and application of WMD defense measures.
• Point of contact for high visibility CWMD events, directing and supporting the planning, coordination, and execution of HQ USCENTCOM assets and efforts in support of partner nation WMD defense, to include actions with the OSD, DoS, DoE, and other agencies.
• Maintains a liaison with other HQ USCENTCOM staff offices and Service Component Commands.
• Routinely briefs HQ USCENTCOM General Officers on the status of CWMD event efforts.
• Performs numerous duties related to development, preparation, and execution of CWMD events.
• Provides responsive, forward-thinking, and insightful policy advice to the Branch Chief with recommendations regarding event initiatives.
THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:
• A Bachelor's degree in a related, applicable discipline from an accredited college or university and eight or more years of qualifying experience may be substituted for the ten years or more experience.
• Ten years or more years of qualifying military or government experience including a demonstrated knowledge of DOD and experience supporting senior level government agency(s).
• Must be a US citizen with a current DOD Top Secret clearance and ability to gain and maintain SCI as a condition of employment.
• Working knowledge of the DoD and applicable programs and experience with operations within a 4-star geographic combatant command.
• Must be able to frequently travel to domestic and international locations (primarily Middle Eastern countries). Estimated travel percentage is 25%. Overseas trips may require 20+ hours of one-way travel and an ability to operate in austere environments.
• Proficient in the use of all Microsoft Office products, Microsoft Internet Explorer, and Adobe Acrobat products.
• LAUTENBERG AMENDMENT: This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION:
• Previous experience on a Combatant Command staff (military, government civilian, or contractor)
A Master's degree in a related, applicable discipline from an accredited college or university • Experience in the DOD CWMD field and knowledge of the CWMD community of interest, plans/policies, and threats.
• Previous experience on the USCENTCOM staff.
• Joint Staff experience.
• Knowledge of the Theater Security Cooperation Management Information System (TSCMIS)
• In-depth knowledge of OSD event policies with regard to strategic CWMD events in support of policy guidance, budgeting, planning considerations, and current CWMD activities and responsibilities in the AOR. Knowledge of CWMD plans and policies, and the sequence and timing of key CWMD planning events, milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
• Knowledge of event program goals and objectives and status of current initiatives. Knowledge of events and wide-ranging CWMD -related programs, and established procedures for coordinating CWMD events and activities within the HQ USCENTCOM AOR.
• Knowledge of the relationship of various HQ USCENTCOM, OSD, Other Government Agencies (e.g. DoE, DoS, and DHS, etc.) and international entities involved in overall event planning and execution of CWMD related operations and evaluations. In-depth knowledge of the Joint Staff and Office of Secretary of Defense CWMD organizations, policies, doctrine and strategies.
• Ability to discuss and/or negotiate complex event issues with high-ranking US and foreign military officers as well as HQ USCENTCOM representatives, OSD, and other agencies (e.g. DoE, DoS, and DHS, etc.) while maintaining good working relationships.
• Skill in negotiating critical issues with counterparts from OSD, other agencies (e.g. DoE, DoS, and DHS, etc.), the Joint Staff, the Defense Threat Reduction Agency, other combatant commands as well as regional allies and partners. Possession of sufficient rank and/or stature to lead Directorate-level teams to address critical issues with HQ USCENTCOM.
• Incumbent may be required to perform periodic TDY (CONUS and OCONUS) in commercial and military aircraft.
