Summary / Scope of Work
The Program Manager will plan, direct and coordinate all program activities for the Afghan National Police Literacy Program. He will develop and implement curricular goals and learning objectives for the literacy program and supervise the activities of Literacy Instructors, Master Trainers and administrative support personnel. The Program Manager will routinely conduct and attend coordination meetings with senior officials and local commanders of the Ministry of Interior and other Afghan governmental agencies. The Program Manager will monitor the progress of the program and make curricular adjustments as necessary to ensure the academic success of the ANP students and ensure that all necessary reports are accurate and reported to the appropriate individuals in a timely manner. This program will have Literacy Instructors, Master Trainers and support personnel in all major regions of Afghanistan. The Program Management Office will be located in Kabul.

Job Functions and Responsibilities
Develop and implement literacy curriculum to fit the needs of the Afghan National Police basic training recruits
Maintain accurate academic records on all students
Maintain accurate attendance data on all students
Analyze student academic data
Ensure that all student academic and attendance data is maintained in the company database
Ensure all reporting and accountability requirements are met in accordance with the contract
Coordinate all teaching assignments for Literacy Instructors and Master Trainers
Develop and conduct progress briefings to Afghan and/or NATO officials
Develop and implement a quality control program to ensure the success of the program
Develop and conduct instructor professional development seminars
Skills
Ability to communicate effectively, both verbally and in writing, to senior members of the Afghan government and NATO officials
Understand and plan curriculum development activities
Ability to supervise over 100 Afghan Local Nationals
Ability to gather and analyze academic data and prepare reports and briefings to present the data
Ability to utilize higher-level functions of MS Excel, Word and Power Point.
Must be willing and physically able to live unaccompanied in Afghanistan in a secure facility and travel outside of protected areas when necessary to ensure the success of the program
Understanding of the Afghan culture and educational practices in an Islamic region
Required Qualifications
Bachelors degree from an accredited institution in Education or a related field
At least 5 years of teaching experience
Valid US passport
Ability to obtain an Afghan visa
Must have and be able to demonstrate higher-level functions of MS Excel, Word, and Power Point
Prior US military or law enforcement experience is highly desirable
Active Secret clearance is preferred
Education
A minimum of a Bachelors Degree in Education or a related field from an accredited institution.
