The Special Purpose Reconnaissance (EOD) Program Lead is primarily responsible for leading and developing complex operational instruction regarding Technical Surveillance Operations and Advanced Explosive Ordnance Disposal (EOD) Support to the Marine Corps Forces Special Operations Command (MARSOC) with specific concentration on capture of MARSOC market share. Additionally, the position is responsible for marketing TE’s Technical Surveillance training and Advanced EOD training service offerings; identification of potential MARSOC training, engineering, and sales opportunities; expansion of TE’s training footprint; expansion of TE’s brand presence, and developing new accounts to drive sales and increase revenue. The Program Lead identifies, develops, and implements Technical Surveillance Operations and Advanced EOD training programs for client organizations. The Program Lead markets training to customers and maintains an open line of communication with customers. The Program Lead develops curriculum and conducts training programs for customers of organization by performing the following duties.
Essential Duties and Responsibilities
The essential duties and responsibilities of the position include the following. Other duties may be assigned.
Serve as Market Lead Sales Support/ Client Engagement (MARSOC).
Supports Business development efforts to capture MARSOC market share.
Manages Client-Firm relationships.
Assists in development of quotes and proposals for training contracts.
Reports quarterly on MARSOC market development efforts & opportunities and MARSOC market revenue projections.
Conducts classroom and practical instruction in the subject of Electronics, Manual Access / Manual Neutralization Techniques, Technical Surveillance, Close Target Reconnaissance, Sensitive Site Exploitation, and other EOD related skills with the ability to offer accurate and relevant insight in a professional manner.
Conducts needs analysis to develop a learning and development strategy that supports client's priorities and operational goals.
Maintains an up to date and relevant knowledge base of current and evolving IED trends.
Creates, revises and designs training curriculum and methods and strives to continuously improve effectiveness of the programs. Researches, evaluates and integrates new learning technologies into training programs.
Evaluates effectiveness of training programs and provides recommendations for improvement.
Develops scenarios and training aid designs that are challenging and present relevant learning points.
Selects or develops testing and evaluation procedures to measure progress and to evaluate effectiveness of training.
Facilitates certification and "train the trainer" sessions for the Training Division.
Contributes to the maintenance of existing curriculum and library of course manuals, and assists in the growth of new service offerings, focusing heavily upon the following subjects:
MARSOC EOD Level II
Technical Surveillance
Basic Sensitive Site Exploitation
Advanced Sensitive Site Exploitation
Close Target Reconnaissance
Designs, constructs, etches, tests, and troubleshoots IED training aid circuit boards.
Executes mobile training team training and EOD/ C-IED mission support globally (NTE 30%).
Professionally represents Tactical Electronics and Military Supply, being mindful of potential customers or avenues for growth.
Develops a working knowledge of Tactical Electronics products, and the ability to demonstrate their proper use.
Formulates teaching outline and determines instructional methods such as individual training, group instruction, lectures, demonstrations, conferences, and meetings.
Selects or develops teaching aids such as training handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works.
Creates, revises and designs training curriculum and methods and strives to continuously improve effectiveness of the programs.
Provides the customer focal point for all MARSOC clients.

USMC EOD Technician.
Graduate of a designated U.S. SOCOM Technical Surveillance Course.
7+ years of MARSOC EOD/ SOF experience.
Certified Senior Explosive Ordnance Disposal Technician.
Possesses extensive technical knowledge of, and experience in Technical Surveillance, Ability to remain current on tactics, techniques, and procedures.
Gathers and analyzes information skillfully; Develops alternative solutions; Works well in group problem solving situations.
Speaks clearly and persuasively in positive or negative situations; listens and gets clarification; Responds well to questions; Demonstrates group presentation skills; Participates in meetings.

Possesses extensive experience operating in complex, vague international environments, including their legal, economic, financial, political, and cultural aspects.
This level of knowledge is normally completed with a Bachelor’s degree (B. A.) or equivalent; or ten to twenty years related experience and/or training; or equivalent combination of education and experience.

Extensive experience with IED Detect and Defeat equipment and tools.
Extensive experience in the planning and employment of a variety of CIED Electronic Countermeasure (ECM) systems.
Desirable Skills and Abilities
Graduate of the US Navy's Instructor Training (IT) Course (A-012-0077), the US Army's IT Course (131-ITC-1), the Air Force's IT Course (E3AIR3S200 069) or equivalent.
Master EOD Explosive Ordnance Disposal Technician preferred.
Security Requirements
Ability to Obtain Interim and/or Final Clearances (Post Start) - US Citizenship Required: Clearance requirements will not be used during resume screening. The selected individual must obtain the required clearance at some point subsequent to hire or currently hold the Equivalent Clearance/Investigation Type. In the event that the individual is not granted an interim clearance by the government authorities or the individual's clearance is not maintained, the result may be reclassification or termination of employment.
